Key Responsibilities:
Advise public agency clients on a broad range of municipal and transactional legal matters.
Draft review and negotiate public works contracts professional services agreements development agreements joint powers agreements and other municipal transactional documents.
Counsel clients regarding compliance with public contracting laws open meeting requirements conflict-of-interest regulations and related statutory frameworks.
Prepare ordinances resolutions staff reports agenda materials and other governance-related documents.
Attend and present at city council board commission and other public meetings as needed.
Assist clients with procurement processes including drafting and reviewing Requests for Proposals (RFPs) bid documents and contract materials.
Provide practical legal guidance on municipal operations governance and regulatory compliance matters.
Collaborate with attorneys across public law land use real estate infrastructure and regulatory practice areas.
Maintain strong client relationships through responsive and strategic legal counsel.
Manage matters independently while ensuring high-quality client service and timely project completion.
Qualifications:
J.D. degree from an accredited law school.
Minimum of 5 7 years of transactional municipal law experience.
Significant experience advising public agencies on transactional and governance matters.
Strong knowledge of public contracting requirements open meeting laws and conflict-of-interest regulations.
Experience drafting and negotiating municipal agreements and public agency documents.
California State Bar admission and good standing.
Excellent legal writing drafting research and analytical skills.
Strong interpersonal and communication skills.
Ability to manage matters independently and interface directly with public officials and agency staff.
Self-motivated highly organized and team-oriented.
