About NCEM:
The mission of North Carolina Emergency Management (NCEM) is to enhance North Carolinas resiliency through active collaboration communication and coordination of protection prevention mitigation response and recovery measures.


About the Operations Section:
The Operations Section of NCEM provides outreach support and response to assist local governments during periods of
emergency and disasters.


About the Position:
The primary function of the Multi-Hazard Field Planner is to carry out all directives relating to the Homeland Security and Emergency Management Programs emanating from the Branch Manager the Operations Section Chief and the Division Director in compliance with applicable federal laws state laws executive orders published policies and established procedures. This will be done in coordination with the Homeland Security Planning and Operations Branches. The Multi-Hazard Field Planner serves as liaison between local governments in his/her assigned counties and the Division of Emergency Management as it relates to his/her duties.

Salary Range: $57983 - $101470

Recruitment Range: $57983 - $65000

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences including Knowledge Skills and Abilities (KSAs) are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.

Management Preferences:

  • Knowledge of NC General Statues Federal Directives Emergency Management Program Guidance National Incident Management System and Incident Command Principals.
  • Experienced in self-directing working under minimal supervision and working in austere environments for prolonged period of time.
  • Excellent communications skills both verbal and written are essential to successful program execution.
  • Knowledge of appropriate construction of official correspondence and documentation.
  • Proficiency in word processing spreadsheets and databases.

Bachelors degree from an appropriately accredited institution and one year of progressively responsible emergency management emergency services or other professional experience directly related to the area of assignment; or an equivalent combination of training and experience.
