Job Description:
Under limited supervision from the Motor Carrier Services (MCS) Division Administrator manages and supervises the activities of seven processing staff and collection agent whose primary function is processing IRP/IFTA transactions and titles for Nebraska Motor Carriers.
Requirements / Qualifications:
Minimum Qualifications: Bachelors degree in business administration public administration or a related field AND experience in the development of operational policies and procedures interpreting federal and state laws or grant writing. Experience may substitute for education on a year-for-year basis.
Preferred Qualifications:
Experience in the development of operational policies and procedures; interpreting federal and state law; office administrative technical or support work; identifying equipment needs; collecting and interpreting statistical financial program or administrative data; or interpreting laws rules regulations and processes; reviewing and evaluating administrative records and reports; supervising office or technical staff; OR post-high school coursework/training in administration management accounting finance planning policy analysis administrative/management analysis operations research program evaluation or similar fields.
Excellent written and oral communication skills. Ability to work well as a team player and build/maintain a well-functioning team. Advanced skills in the use of software programs such as Word and Excel are highly desirable.
Knowledge Skills and Abilities Required:
Knowledge of: Departmental software programs/systems technical processes and procedures business processes policies and procedures agency rules and regulations state statutes related to vehicle titles interstate registration (IRP) International Fuel Tax Agreement (IFTA) administration heavy vehicle use tax and collection knowledge is desired. Previous management experience is required.
Skills in: including advanced use and understanding of office technology including the ability to troubleshoot software and hardware issues is a must.
Ability to: plan organize direct and review the work of a large staff; develop and implement policies and procedures; analyze the nature and scope of problems and recommend solutions; plan assign and review the work of subordinate staff; author and update various manuals and website information as legislation policies and research require; represent the MCS Division and the DMV at local state regional and national meetings as required.
