Monitoring, Compliance, and Accountability Coordinator

The Monitoring Compliance and Accountability Coordinator executes rigorous quality control and regulatory oversight procedures across all state-funded adult education providers. Reporting to the Monitoring and Accountability Branch Director this role conducts formal compliance reviews risk assessments and data validation audits. The Coordinator ensures local program adherence to WIOA Title II AEFLA National Reporting System (NRS) Office for Civil Rights (OCR) and ACCS requirements while actively assisting programs through corrective action processes to optimize performance and data accuracy.

1. Conducts scheduled desktop reviews and on-site compliance monitoring visits for local grant recipients using structured evaluation instruments.

2. Assists in generating formal monitoring reports tracks the implementation of mandated corrective action plans and provides technical compliance support to local directors.

3. Performs regular data cross-checks and validation procedures to ensure local student intake records retention and performance data align with NRS accountability standards.

4. Assists in executing annual risk assessments of local sub-grantees to safeguard internal controls and determine monitoring priority levels.

5. Research and assist in interpreting federal and state rules assisting in the upkeep of statewide policy manuals and operating procedures.

SECONDARY JOB DUTIES & RESPONSIBILITIES

REQUIRED

1. Bachelors degree in education public administration finance educational research business administration or a related field.

2. Minimum of three (3) years of experience in adult education regulatory compliance tracking grant monitoring data auditing or quality assurance evaluation.

3. Strong analytical investigative and report-writing skills with sharp attention to detail.

4. Understanding of or familiarity with federal grant regulations and reporting frameworks.

5. Ability to travel extensively throughout Alabama to conduct mandatory on-site compliance reviews.

PREFERRED

1. Knowledge of WIOA Title II AEFLA NRS and federal adult education accountability requirements.

2. Experience compiling data or drafting official compliance findings for a state agency or educational board.
