This role supports a large-scale Application and Systems Enablement effort issued under an ICAM Enterprise Master IDIQ Contract. The Migration Team Lead will serve as a hands-on technical and operational leader responsible for driving the systematic onboarding of approximately 600 NIPRNet applications onto a centralized ICAM technical stackleveraging Okta for Identity Provider (IdP) services and SailPoint IdentityIQ (IIQ) for Identity Governance and Administration (IGA)in direct support of the Department of Defense (DoD) Zero Trust Execution ideal candidate is a technically proficient and operationally experienced leader who thrives in a fast-paced high-volume federal IT environment. This individual must possess a deep understanding of identity and access management technologies application integration methodologies and the ability to lead cross-functional enablement teams through complex multi-phase migration position requires an active Secret clearance and may require occasional travel to Government facilities. Primary work will be performed Migration Team Lead will serve as the primary technical and operational lead for the day-to-day execution of application enablement activities directly overseeing enablement engineers integration specialists and support personnel assigned to the migration effort. This individual is responsible for ensuring that all assigned applications progress efficiently and successfully through the enablement pipelinefrom initial triage through User Acceptance Testing (UAT) and final verificationin alignment with program priorities contractual requirements and DoD Zero Trust responsibilities will include but are not limited to:Lead and manage day-to-day operations of the migration enablement team providing technical direction workload prioritization and performance oversight across all active enablement the comprehensive technical triage of pre-registered applications ensuring each application is assessed for compatibility and readiness and that triage findingsincluding current identity state gap analyses risk registers and enablement pathway determinationsare thoroughly documented in the Enablement Tracking and implement enablement approaches tailored to each applications unique technical characteristics including self-service and automated pathways for simpler applications and dedicated white glove professional services for complex legacy or mission-critical the establishment of logical network connections between the ICAM technical stack and target applications ensuring 100% of user authentication requests are handled via Okta IdP and 100% of user access management is handled via SailPoint IGA in production the engineering development and deployment of custom tools scripts and middleware capabilities to facilitate the integration of legacy applications that cannot natively support modern identity expert technical guidance and architectural recommendations to Application Owners on redesigning access control modules to leverage Role-Based Access Control (RBAC) and Attribute-Based Access Control (ABAC).Guide Application Owners through the full enablement lifecycle including application registration credential issuance enrollment workflows authentication and authorization configuration and User Acceptance Testing (UAT).Manage and monitor the enablement pipeline tracking application status across all phases (e.g. Registered In Triage In Progress On Hold UAT Complete) and ensuring accurate real-time updates are maintained in the Enablement Tracking Database and Metrics the Application Owner Escalation Matrix process documenting all engagement attempts escalating non-responsive application owners to the COR per established timelines and transitioning stalled applications to Government-Induced Hold (GIH) status as adjust team composition and resource allocation based on current workload demands application complexity and required technical specialties to maintain enablement velocity and meet program with the Program Manager and Deputy Program Manager to provide accurate and timely program status updates risk identification and issue resolution all enablement activities comply with applicable DoD security requirements including CUI handling OPSEC DFARS 252.204-7012 and DoD cybersecurity certification requirements per DoDM the Test Program by contributing to the development of the Master Test Plan and Software Test Plans and by actively supporting UAT events defect resolution and Software Test Report all integration solutions connectors APIs and custom tools developed under the contract comply with DFARS data rights provisions and are properly documented and delivered to the institutional knowledge across the team implementing knowledge management practices that ensure continuity of operations through personnel transitions and evolving program to the development and continuous improvement of enablement processes playbooks and standard operating procedures to drive efficiency and repeatability across the application and Experience:Required: Bachelors degree in Computer Science Information Technology Cybersecurity Information Systems or a related field from an accredited college or of 7 years of experience in information technology with at least 3 years in a technical lead or team lead capacity managing IT integration migration or identity management of 3 years of hands-on experience with Identity and Access Management (IAM) technologies enterprise application integration or related cybersecurity experience leading technical teams through complex multi-phase IT integration or migration programs in a federal government Secret clearance. Must be able to satisfy requirements for CAC-card issuance and NIPRNet access including annual DoD CyberAwareness training and :Masters degree in a relevant experience supporting DoD IT programs particularly within an ICAM or Zero Trust working on IDIQ/Task Order contract vehicles within the federal defense Skills and Competencies:Exceptional communication skills in Englishboth written and oralwith the demonstrated ability to effectively communicate technical concepts and program status to both technical engineers and non-technical Government stakeholders and application technical leadership skills with the ability to direct mentor and manage cross-functional engineering teams in a dynamic high-volume program -on experience with Identity Provider (IdP) technologies particularly Okta including SSO configuration MFA implementation and application -on experience with Identity Governance and Administration (IGA) platforms particularly SailPoint IdentityIQ (IIQ) including automated provisioning and deprovisioning entitlement management and access certification knowledge of industry-standard identity protocols including SAML OAuth 2.0 OIDC and integrating modern and legacy applications with enterprise identity platforms including the development of custom connectors middleware or scripts where native integration is not with Role-Based Access Control (RBAC) and Attribute-Based Access Control (ABAC) design principles and their practical application within enterprise managing and executing User Acceptance Testing (UAT) activities including test plan development defect tracking and test to develop and implement tiered enablement approaches including self-service pathways for simple applications and high-touch white glove services for complex or legacy of Zero Trust Architecture (ZTA) principles and their application to identity and access management within a DoD organizational and workload management skills with the ability to simultaneously manage multiple application enablement efforts at various stages of the with DoD security requirements including CUI handling OPSEC DFARS 252.204-7012 and DoDM 8140.03 cybersecurity certification with Microsoft Office Suite and collaboration tools such as Microsoft to obtain and maintain required DoD cybersecurity certifications per DoDM 8140.03 (e.g. Security for IAT II or equivalent).Clearance Requirement:Secret clearance Desired Skills and Competencies:Okta Certified Professional Okta Certified Administrator or equivalent Okta platform IdentityIQ (IIQ) certification or demonstrated advanced proficiency with the SailPoint with enterprise application portfolio management and/or large-scale IT modernization or migration programs within the with Agile and/or hybrid Agile-Waterfall program execution developing and maintaining program tracking databases and performance metrics dashboards for Government of Single Sign-On (SSO) concepts using SAML and OAuth2 including troubleshooting complex SSO integration with Segregation of Duties (SOD) enforcement and audit reporting within an IGA platform with DFARS data rights provisions (252.227-.227-.227-7017) and technical data management with deficiency reporting processes including applicable Technical Orders and SF368 Information Systems Security Professional (CISSP) CompTIA Security or related cybersecurity with Section 508 compliance requirements for electronic and information Management Professional (PMP) certification or equivalent program/project management with CDRL deliverable development and management in a federal contracting Equal Employment Opportunity PolicyThe company is an equal opportunity employer.
