Job Summary
JOB DESCRIPTION:
Pinao Consulting LLC is seeking a Mid-Level Data Scientist to support the Vision Center of Excellence (VCE) Data Analytics and Epidemiology Support Services contract. The VCE supports efforts to prevent diagnose mitigate treat and rehabilitate military eye injuries and uses the Defense and Veterans Eye Injury and Vision Registry (DVEIVR) and other Department of Defense and Department of Veterans Affairs data sources to improve visual readiness treatment outcomes research and policy. This position serves as a member of the VCE data solutions team and provides hands-on data science analytics data modeling reporting and documentation support for ocular vision clinical and population health data.
DUTIES and RESPONSIBILITIES:
Analyze verify design refine modernize and maintain data models and component views within VCE systems including data from Defense Health Agency and Department of Veterans Affairs medical systems.
Review current DVEIVR data models data logic business rules ontologies and vocabularies; identify gaps and support implementation of practical corrective solutions.
Create clean transform integrate and analyze structured and unstructured data sets using Structured Query Language (SQL) R Python flat files and Extensible Markup Language (XML).
Develop and implement algorithms for information retrieval text extraction classification entity resolution link analysis semantic indexing and analysis of structured and unstructured data.
Write and execute complex SQL queries and apply performance-tuning practices to support accurate efficient data retrieval and reporting.
Assist with the design implementation and maintenance of data marts data structures warehouse fact and dimension tables views indexes extract-transform-load processes and semantic data representations.
Develop publish test and maintain reports dashboards templates and user interfaces using available business intelligence tools which may include R Tableau Qlik Microsoft Power BI and Python.
Work with clinicians epidemiologists data architects functional analysts project managers developers and end users to identify data needs frame analytic questions and deliver usable data products.
Validate data quality reporting logic dashboard accuracy and functionality; troubleshoot programming metadata and data integration issues with team members.
Support development and maintenance of standardized clinical and vision-related case definitions algorithms ontologies vocabularies semantic models and searchable libraries.
Prepare and maintain clear technical documentation including data model gap analyses data maps data rules data structure analyses report design documents semantic data dictionaries data classification rules and data summary reports.
Present analytic findings and technical recommendations in clear briefings reports and other written materials for technical and nontechnical stakeholders.
Design develop and maintain ETL pipelines to extract transform validate and integrate complex healthcare data while applying AI and machine learning techniques to identify patterns automate analytical processes generate predictive insights and support data-driven decision-making.
Protect Controlled Unclassified Information Personally Identifiable Information and Protected Health Information; maintain data integrity and comply with applicable government privacy cybersecurity and access requirements.
Perform other data science and analytics activities required to support VCE-approved data requests and contract deliverables.
REQUIRED QUALIFICATIONS:
To be considered for this position you must minimally meet the knowledge skills and abilities listed below.
Skills / Qualifications:
Three (3) years of professional experience performing data science data analytics statistical programming database querying data modeling or closely related work.
Strong skills analyzing and presenting complex data from multiple sources using SQL and R; working knowledge of Python is highly desirable.
Experience cleaning wrangling transforming integrating and validating structured and unstructured data.
Experience developing complex queries data sets reports dashboards algorithms or other reusable analytic products.
Working knowledge of relational data models business rules metadata data mapping data quality and documented analytic methods.
Experience with one or more business intelligence or visualization tools such as Tableau Qlik or Microsoft Power BI.
Ability to translate stakeholder needs into reproducible analyses data products technical recommendations and clear documentation.
Effective communication and collaboration skills in a multidisciplinary environment.
Ability to prepare clear and concise technical reports briefings and other written materials.
Experience with healthcare clinical population health military health ophthalmic or vision-related data is preferred.
Experience in ETL and AI/ML
Education:
Masters degree in statistics data science computer science informatics mathematics engineering or a related quantitative field and three (3) years of relevant experience; or an equivalent combination of education training and experience.
Security Clearance:
Secret Security Clearance or ability to obtain one required

3 years in a related field

Flexible Spending Accounts (FSAs): Pinao employees are eligible to enroll in one or both of the following and contribute to tax-free dollars:

Short-Term Disability: Short-Term Disability Insurance is provided by The Hartford Financial Services Group Inc. Pinao pays 66.67% of the premium for each eligible employee.
Long-Term Disability Insurance: Disability Insurance is provided by The Hartford Financial Services Group Inc. Pinao pays 66.67% of the premium for each eligible employee.
401K: Pinao provides a 401K plan through Voya. Pinao pays for all administration fees and provides matching funds up to 4% of a participating employees gross income.
Temporary duty: (Two Weeks 80 hours) Military Leave: In addition to the rights and benefits provided to Employees taking Extended Military eligible Employees who must be absent from their job for a period of not more than ten working days each year in order to participate in temporary military duty are entitled to as many as ten days paid military leave. All benefits will continue during a Employees temporary military leave.
All Other (Extended) Military Leave: Employees ordered to active duty and directed to participate in extended military duties in the U.S. Armed Forces that exceed ten working days will be placed on an unpaid military leave of absence status for a period of as long as five years and will be entitled to the rights and benefits afford to them by law and corporate policy.

Holidays: Pinao follows the government holiday schedule. Employees are eligible for eleven holidays during the year. Holidays may vary based on contractual requirements. If an employee is required to work a holiday due to a contractual requirement the holiday can be deferred and taken at a later time within the fiscal year.

Bonus Plan: The Bonus Plan is established to reward outstanding performance by company employees. This plan is applicable to all full-time employees after the first year of employment excluding company officers. The basis for award is as follows:
