Join a high-impact team as a Medicaid Data Architect supporting the CAPPS Program for the Client. This senior-level consulting position is ideal for experts in PeopleSoft HCM system configuration and Texas public sector HR/payroll environments. You will drive the architecture integration and compliance of mission-critical HR and payroll systems used by more than 100 agencies and 80000 employees statewide. Responsibilities
- Architect configure and maintain PeopleSoft HCM (v9.2) CAPPS HR/Payroll modules ensuring optimal performance accuracy and compliance.
- Lead requirements gathering functional design and documentation (FDDs) for system enhancements and break/fix projects.
- Oversee batch job execution scheduling troubleshooting and performance tuning across statewide systems.
- Provide advanced technical support and serve as Tier 2 escalation for complex Service Desk incidents.
- Maintain strict adherence to federal/state labor laws FMLA and security best practices (NIST multi-tenancy).
- Plan manage and execute annual fiscal year-end disaster recovery exercises and compliance audits.
- Collaborate with policy IT and agency stakeholders to translate HR regulations into robust system configurations.
- Deliver comprehensive user training cross-training for junior analysts and executive-level presentations.
- Monitor and enforce digital accessibility (WCAG 2.1) and ITIL-aligned service management practices.
- Participate in upgrade testing incident management (MIM) and support of legacy system integrations.
Required Skills and Experience
- 15 years experience in Texas public sector HR/payroll systems with deep knowledge of state and federal labor law.
- Advanced proficiency in PeopleSoft HCM App Designer Integration Broker SQR SQL BI Publisher SAP Business Objects.
- Demonstrated expertise in system configuration security (NIST multi-tenancy) and batch job oversight.
- Experience with CAPPS HR/Payroll for large networks (30 agencies) including fiscal year-end FMLA and accessibility compliance.
- Strong background in ITIL Agile and SDLC methodologies.
- Proven track record in cross-functional collaboration documentation and training.
Preferred Skills
- Experience with CPA legacy Statewide Financial Systems production support.
- Background in preparing WCAG-compliant training and executive-level presentations.
- Familiarity with PeopleSoft PUM Fluid UI and Elasticsearch.
