Position Overview

Capital Development Board is hiring a Mechanical Engineer to be part of our Professional Services Team. This position provides professional and technical mechanical engineering expertise for all phases of CapitalDevelopment Board (CDB) projects. Under general direction the incumbent reviews plans and specificationsprepared by consultants designs in-house projects evaluates firm qualifications and conducts technical incumbent ensures all project designs comply with statutes rules policies procedures codes guidelines andbudget requirements. Essential Functions
  • Reviews construction documents for general code compliance technical sufficiency and to ensure conformancewith applicable statutes rules codes and design requirements.
  • Conducts field surveys and prepares budget survey documents.
  • Collaborates with Architects/Engineers (A/Es) contractors consultants and clients to resolve project issues andserves as a resource to the CDB management team and Legal unit.
  • Prepares complete mechanical working drawings including details and explanatory notes for new buildings andrenovations.
  • Assists with evaluation prescreening and selecting A/Es.
  • Monitors mechanical engineering trends and makes recommendations to the Administrator of the ProfessionalServices regarding construction maintenance and budgets.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumeratedabove.
Minimum Qualifications
  • Requires knowledge skill and mental development equivalent to four (4) years of college in an engineering or constructionrelated field and five (5) years of professional experience in mechanical engineering OR requires nine (9) years ofprogressively responsible professional experience in mechanical engineering.
  • Requires extensive knowledge of the principles and practices of mechanical engineering building construction andrenovation practices building materials trade capabilities and construction.
Preferred Qualifications
  • Bachelors degree in mechanical engineering.
  • Illinois certification as a licensed professional engineer.
  • Ability to interpret drawings and specifications.
  • Ability to understand and interpret relevant codes and research new technologies.
  • Ability to assist in phases of comprehensive building and renovation projects to include feasibility studies and preliminarydrawings.
  • Working knowledge of MS Office products AutoCAD Bluebeam and Adobe Pro.
Conditions of Employment
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to travel in the performance of duties with overnight stays as appropriate. Requires appropriate validdrivers license and vehicle insurance.
  • Requires the ability to stand walk walk on uneven surfaces balance stoop kneel climb stairs and ladders and maneuverin tight spaces all in varying weather conditions. Correctable vision for close work on design drawings project-relateddocuments and onsite surveys.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result theemployee should be aware that if offered non-State employment during state employment or within one year immediatelyafter ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office
    of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in Section 4A-101 of the Illinois Governmental Ethics Act requiringthe occupant to file a Statement of Economic Interests. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requirescertain State officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State
    that will be made available for examination and copying by the public. All employees required to file a Statement of EconomicInterest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.(See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency

The Capital Development Board (CDB) oversees the construction of new state facilities such as correctional centers state parks mental health facilities and college and university addition CDB is responsible for renovation and rehabilitation projects at over 8770 state-owned buildings spread over more than 100 million square feet of floor space.
