Job Summary

Manager Training & Compliance - BRTA

Salary Range: $65000 - $69999

Knowledge and Experience:

  • High school diplomarequired; college degree preferred
  • Must be a certified Transportation Safety Institute (TSI) bus operator trainer
  • Must Have MA CDL Class B Commercial Driver Licensew/Passenger and Airbrakes endorsements
  • Must have at least 3 years progressive transit experience with commercial class B vehicles in a fixed route transit system
  • Knowledgeable with DOT policies OSHA NIMS EPAstandardsand ADA requirements
  • Experience developing and implementing safety program plans and procedures; conducting investigations analyzing data andidentifyingand recommending corrective action
  • Mustmaintainconfidentiality and safeguarding of sensitive material
  • Conducting oral presentations relaying technical information in understandable terms
  • Demonstrated ability to work effectively in a diverse workforce

Skills:

  • Possess a working knowledge of adult education principles and practices
  • Possess the skills necessary to write and express oneself orally in a logicalcomprehensiveand intelligent manner as well as good organizational skills
  • Possess the temperament necessary formaintainingamiable relations with various levels of company personnel
  • Possess a working knowledge of Microsoft Access Excel and Word
  • Ability to interpret and explain regulations to others
  • Must have excellent communication skills (written and oral).
  • Excellent time management skills withabilityto prioritize.

Key Accountabilities:

Training & Development

  • Design implement and evaluate comprehensive training programs for transit operators maintenance personnel and supervisory staff.
  • Ensure all training meets regulatory requirements (e.g. FTA DOT state agencies) and organizational standards.
  • Oversee onboarding certification and recertification programs.
  • Lead monthly in service meetings.
  • Lead safety committee meetings.
  • Monitor training effectiveness through assessments audits and performance metrics.
  • Lead initiatives to enhance workforce capability safety awareness and service quality.
  • Provides backup student operator classroom instruction as required.
  • Other duties as assigned

Compliance & Regulatory Oversight

  • Ensure compliance with all applicable federal state and local transit regulations and safety standards.
  • Interpret and communicate regulatory changes and implement required updates.
  • Manage compliance programs including audits inspections and reporting processes.
  • Serve as the primary point of contact for regulatory agencies and external auditors.
  • Maintain accurate records of training certifications and compliance documentation.

Safety & Risk Management

  • Promote a strong safety culture across the organization.
  • Partner with the Transportation and Maintenance Departments to identify risks and implement mitigation strategies.
  • Analyze incidents accidents and performance data to identify trends and drive improvements.
  • Support corrective action plans and continuous improvement initiatives.
  • Manage a high-quality Drive Cam Program focused on continuous safety improvement coaching and risk mitigation.
  • Promote safety events weekly campaigns location postings and annual safe operator awards.

Leadership & Team Management

  • Lead mentor and develop a team of training and compliance professionals.
  • Establish performance expectations and provide ongoing coaching and feedback.
  • Collaborate with operations HR and safety teams to align training with operational goals.
  • Manage budgets vendor relationships and external training providers.

Reporting & Continuous Improvement

  • Develop and track key performance indicators (KPIs) related to training effectiveness and compliance.
  • Prepare reports and presentations for senior leadership and regulatory agencies.
  • Identify process improvement opportunities and implement best practices in training and compliance.

Physical Demands and Work Environment:

  • Long periods (potentially exceeding 8 hours per day) of walking standing sitting bending pushing pulling climbing lifting balancing stooping twisting squatting handling materials repetitive hand-wrist motions and traversing uneven surfaces;
  • Exposure to both extreme heat and cold;
  • Exposure to loud noises fumes and airborne particles;

In addition to the above demands inherent in every role the following roles may entail unique physical demands including:

  • Operators/Drivers may work inside or outside vehicles and may operate vehicles for over 8 hours per day.
  • Operations Supervisors and Managers may split their work between an office setting looking at a computer screen/electronic device and active transit field locations driving in a vehicle.
  • Maintenance Employees may be exposed to toxic or caustic chemicals in a ventilated maintenance shop and may work with personal computers laptops electronic hand-held devices complex electrical schematics diagnostic software and testing devices and other heavy machinery.
  • Office Staff may work indoors in air-conditioned or well-ventilated facilities including offices and cubicle spaces equipped with a telephone and computer and may entail typing or looking at a computer screen.
