Qualifications:

  • Bachelors degree in Business Administration or a related field.
  • Five (5) years ofpurchasing experience required with at leastthree (3) years of public purchasing experience preferred.
  • Professional certification preferred (TASBO or equivalent).
  • Thorough knowledge of State of Texas purchasing laws purchasing and acquisition procedures contracts legal and local policy.
  • Experience withfinancial software and electronic bidding.
  • Proficiency in computer applicationsincluding spreadsheets word processing and presentations.
  • Effective verbal and written communication skills as well as strong interpersonal skills with an emphasis on customer service.
  • Ability to resolve challenges effectively and in a timely manner.
  • Strong initiative and attention to detail.
  • Demonstrate a respect for and adherence to confidentiality.

Primary Purpose:

Assist the Director of Purchasing with managing the day-to-day operations of the Purchasing Department. Provide leadership training and oversight to purchasing staff to ensure efficient compliant and customer-focused procurement operations.

Major Duties and Responsibilities:

  1. Support Purchasing staff in all phases of the competitiveprocurementprocess to ensure compliancewith local state and federal procurement laws.
  2. Assist with the development and maintenance of written policies and procedures for the Districtspurchasing operations.
  3. Maintain up-to-date purchasing resources and information on the department website and intranet.
  4. Assist Purchasing staff with purchasing processes including vendor setup/management requisition and purchase order processing Furniture Fixtures and Equipment (FFE) purchasing card and travel programs and the contract approval process.
  5. Supervise and evaluate the performance of Purchasing staff as approved by the Director of Purchasing.
  6. Ensure Purchasing staff cross-training and capacity to support District needs.
  7. Build and maintain positive vendor relationships in the best interest of the District.
  8. Assist Director of Purchasing with preparation and documentation of other purchasing matters as needed.
  9. Other duties as assigned.

Personal computer printer copier and scanner

Working Conditions:

Work with frequent interruptions. Maintain emotional control under stress. Occasional prolonged and irregular hours.
