Job Summary
Leads andmanages the Office of Investigations and Records Management. Establishes implements and monitors procedures for investigation and resolution of employee misconduct incidents consistent with Board of Education policies and applicable law. Advises administrators and other office leadership on recommendations for disciplinary action that is fair and consistent within Baltimore County Public Schools (BCPS) Board of Education Policies and Superintendent Rules and compliant with bargaining unit master agreements. Manages applicant background check process to ensure compliance with applicable laws and regulations. Drafts and revises Board of Education Policies and Superintendents Rules. Conducts system-wide training on employee incident reporting and resolution and compliance with related policies rules laws and regulations. Serves as the liaison for the Department of Social Services States Attorneys Office law enforcement agencies and related organizations regarding employee and applicant matters. Supervises and evaluates professional investigations and support staff as well as contractual employees. Performs other duties as assigned.
Responsibilities
EXAMPLES OF DUTIES:
Manages and directs the daily tasks and functions of the Office of Investigations and Records Management.
Maintains expertise in applicable laws and regulations including criminal and education at the state and federal level.
Applies knowledge of laws and regulations related to applicant and employee criminal background checks to establish and implement processes for the receipt analysis collection and storage of data from various governmental consumer credit and law enforcement sources.
Reviews and analyzes the results of background investigations. Identifies potentially disqualifying information falsification and material omissions based on knowledge of law regulations and policy to make recommendations regarding the individuals suitability for employment.
Works directly with administrators and executive leadership system-wide to provide advice and guidance on review and resolution of employee conduct incidents.
Conducts complex internal employee investigations including allegations of employee misconduct child abuse sexual abuse and inappropriate behaviors. Synthesizes evidence for analysis under policies and rules. Prepares and presents investigation reports and facilitates recommendations for appropriate disciplinary and remedial action consistent with Board of Education Policies Superintendent Rules and applicable law.
Supervises and oversees employee misconduct reviews and investigations conducted by investigations specialists. Makes recommendations to administrators and supervisors regarding disciplinary action for reviews. Trains employees on best practices for conducting investigations.
Oversees the management referral program and serves as the primary BCPS liaison for the external vendor to support employee wellness and successful work performance.
- Works collaboratively with the Office of Law to prepare for and testify in administrative hearings and trials. Facilitates information regarding conduct incidents to assist with representation of the Baltimore County Public Schools at unemployment hearings and related events.
Works collaboratively with the Director Employment Dispute Resolution on the development and revision of Board of Education (BOE) Policies and Superintendents Rules and internal guidance documents consistent with applicable laws and with preparation for presentation to committees and the BOE.
Collaborates with the Information Technology team on storage of sensitive and confidential information related to work by the Office of Investigations and Records Management to ensure compliance with applicable laws regulations and established BCPS policies and procedures. Establishes and implements systems for the maintenance of investigation records and maintains databases for managing applicant information.
Collaborates with the Office of Employment Dispute Resolution to facilitate the administrative leave process for misconduct incidents. Summarizes case allegations and potential risks to assist the Director with approval of requests by executive leadership to place employees on administrative leave.
Reviews and analyzes Department of Social Services (DSS) reports on employees. Interviews employees who present with DSS history related to possible child abuse/neglect. Prepares correspondence to employees and DSS to gather additional information to determine employees suitability for employment.
Hires trains supervises and evaluates professional support and contractual office staff. Ensures office workflow processes are followed and completed in a legally compliant and timely manner.
Responds and provides guidance to office staff on responses to customer inquiries on matters including office services investigations administrative leave and other policies and procedures.
Ensures records handling and storage pertaining to criminal background investigations and I-9 processes comply with legal requirements Establishes and implements systems for the maintenance of investigation records. Develops implements and maintains databases for the management of information regarding applicants.
Assists with the development of budget and approval of purchases for the Office of Investigations and Records Management.
Establishes and implements procedures for the receipt and processing of notices of post-employment arrests. Gathers verifies and analyzes data court documentation and law enforcement reports and interviews affected employees to make recommendations to the Director Employment Dispute Resolution for determination of continued suitability for employment.
Oversees and maintains case management system components related to conduct investigations and prepares necessary statistical reports. Prepares memoranda and reports for presentation to the Board of Education and others as requested.
Identifies training needs based on investigations data. Prepares and presents in-service training programs and workshops to various employee and management groups. Conducts remedial training for individual employees. Participates in preparation and presentation of recorded trainings.
Oversees preparation of office records in response to requests made pursuant to the Public Information Act or subpoenas.
Collaborates with staff and the Department of Purchasing to facilitate vendor contracts to support office needs.

Qualifications
MINIMUM QUALIFICATIONS:
Education Training and Experience:
Possession of a bachelors degree from an accredited college or university. Six years of progressively responsible experience in human resources investigations.Two years of supervisory experience.Juris Doctorate (JD) or advanced degree in related field preferred.
Note: Other combination of applicable education training and experience which provide the knowledge skills and abilities necessary to perform effectively in the position may be considered.

Knowledge of union agreements state and federal laws and Board of Education Policies Superintendent Rules and procedures concerning employment education and criminal matters. Knowledge of drug testing laws procedures and programs. Knowledge of public school organization and operations. Knowledge of the Fair Credit Reporting Act (FCRA) I-9 processes equal employment opportunity laws Family Law Article Part IV and related laws and regulations pertaining to human resources practices background checks and investigation. Knowledge of the Criminal Justice Information System. Knowledge of personal computers and office software applications.
Skill in conducting investigations of alleged misconduct and criminal activity involving employees.Skill in conducting background checks of current and potential employees. Ability to plan coordinate and manage the activities of an investigations office. Ability to supervise the work of investigators and support staff. Ability to appropriately maintain highly confidential and sensitive information.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class entails occasional travel to schools offices and facilities throughout the Baltimore area in conducting various investigations or training.
CONDITIONS OF EMPLOYMENT:
Persons appointed to this classification are designated as Essential-As-Needed Personneland are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.
Employees in this class are subject to call-to-duty in emergencies and may be required to work evenings weekends and beyond their normally scheduled hours as needed.
