Job Summary
Zolon TTS LLC is the prime contractor supporting the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Ranges Engineering and Analysis Department (Code 70) delivering full-spectrum undersea test and evaluation (T&E) and fleet training capabilities across a portfolio of programs and service cost centers including the In-Service Engineering Agent (ISEA) Range the Undersea Warfare Training Range and the Advanced Instrumentation Systems Technology (AIST) Program among others. Code 70 also operates detachments including the Atlantic Undersea Test and Evaluation Center (AUTEC) and multiple Shipboard Electronic Systems Evaluation Facilities (SESEF) worldwide. Zolon is seeking a Management Analyst III to provide business services in the areas of program management financial management and office management in support of Code 70s mission working across Navy Enterprise Resource Planning (ERP) Enterprise Data Capabilities (EDC) and related NUWCDIVNPT financial and program systems.
Job Responsibilities:
Develop and maintain Integrated Master Schedules (IMS) to support project planning execution and tracking in alignment with Government and sponsor objectives.
Review draft IMS Guides and change notifications and provide recommendations for process improvements to enhance scheduling standards and practices.
Implement approved IMS process improvements and deliver updated IMS Guide documentation in accordance with contractual requirements.
Develop baseline control recommendations using sponsor-provided Integrated Master Plans (IMP) and project schedule inputs.
Establish and maintain baseline schedule controls within Microsoft Planner and Microsoft Project for assigned sub-projects.
Create and maintain baseline Integrated Master Schedules (IMS) incorporating approved baseline controls and project milestones.
Participate in Government-hosted Integrated Project Team (IPT) meetings to collect schedule data including resources task dependencies and project progress updates.
Support the annual review of the Code 70 Earned Value Management (EVM) process incorporating lessons learned from the Quarterly Execution Review (QER) process and assist in developing recommendations and redlines for process improvement in accordance with the EVM QER Process and IPMDAR Implementation and Tailoring Guide.
Collect and integrate weekly schedule updates and ensure schedule accuracy within MS Planner and MS Project systems.
Update project schedules to reflect current project status including task completion percentages resource allocations and milestone progress.
Perform schedule synchronization and validation to ensure consistency between MS Planner and MS Project schedule data.
Conduct project schedule impact analyses to evaluate the effects of execution status on cost schedule and technical requirements.
Prepare and present impact analysis reports including what-if scenario modeling critical path analysis task dependency assessments and resource trade-off evaluations.
Identify and assess schedule risks and project impacts related to funding delays procurement issues budget constraints or operational schedule changes.
Develop and deliver Schedule Risk Assessments (SRA) including schedule variance analysis resource allocation assessments milestone tracking and critical path evaluation.
Ensure all schedule deliverables and reports are prepared and submitted in accordance with CDRL requirements and IPMDAR Implementation and Tailoring Guide standards.
Required Qualifications:
Bachelors degree or higher in Business Science Engineering or a related field.
Minimum of five (5) years of proven experience in planning and developing project schedules managing complex project timelines and conducting project impact analyses.
Demonstrated three (3) years of experience in managing and developing Integrated Master Schedules (IMS).
Demonstrated experience supporting Earned Value Management (EVM) analysis including familiarity with Planned Value (BCWS) Earned Value (BCWP) Actual Cost (ACWP) Cost and Schedule Performance Indices (CPI/SPI) and Estimate/Variance at Completion (EAC/VAC).
Utilized Microsoft Project and Microsoft Planner to create maintain and monitor project schedules.
Coordinated schedule planning and updates to ensure alignment with project milestones and deliverables.
Maintained schedule accuracy by tracking progress dependencies and resource allocations within the IMS.
