The Department of Public Safety and Correctional Services(DPSCS) is seeking dedicated candidates to fill important roles within ourdepartment. POSITION DUTIES
This is a Management Service positionand serves at the pleasure of the Appointing Authority.
Provides support to the Executive Director of HRSD relatedto Employee Relations issues. Manages and directs the work of the EmployeeRelations Units Hearing Officers ensuring effective review and analyzingdisciplinary recommendations and grievance appeals. Responsible for staffingand training the Employee Relations Unit and for effective accurateinterpretation of the Memorandum of Understanding (MOU).
Duties include but are not limited to:
- Manage and direct the work of the Management Advocate Supervisor and Management Advocates I and II ERU Hearing Officers
- Review evaluate and interpret departmental policies and procedures to provide advice and guidance to executives administrators directors and supervisors on all employee relations issues complaints and appeals
- Participate in settlement conferences at the Department of Budget and Management
- Provide training to HR Officers administrators directors and supervisors on the interpretation and application of personnel law regulation and policies as it relates to employee-employer relations issues complaints and disciplinary actions
- Collaborate with the Executive Director and Deputy Director of HRSD to prepare responses to the Governor DPSCS Secretary and Deputy Secretary members of the legislature and other elected officials
- Support the Executive and Deputy Director of HRSD in gathering and preparing statistical information on Departmental terminations and other related data and justifications
MINIMUM QUALIFICATIONS
Applicants must meet allminimum (and selective) qualifications to be considered and to appear on thelist of people eligible for hire. Please read all requirements before applying.
Education: ABachelors degree from an accredited college or university.
Experience: Six(6) years of professional experience in employment law labor law or humanresources. Four (4) years must include employee relations labor relations orlabor/employment law with a primary focus on employeerelations. Qualifying experience includes representing management beforean administrative law judge at the Office of Administrative Hearings or in acomparable forum in grievance and disciplinary appeal proceedings includingtermination cases.
Notes:
- Candidates may substitute the possession of a Juris Doctor (J.D.) degree from an accredited law school for 4 years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants whopossess the following preferred qualification(s). Include clear and specificinformation on your application regarding your qualifications.
1. Current license to practice law before a State orFederal court
2. Litigation experience
3. Experience handling employee and labor grievances including terminationsand COBRA
SPECIAL REQUIREMENTS
The ideal candidate must be fluent in spoken and writtenEnglish. The ideal candidate must effectively and respectfully communicate withdiverse populations providing services to individuals with different beliefsbehaviors and interpersonal styles in confinement or community working fluency in Spanish Mandarin Korean or any otherlanguage is a plus.
