- Position Summary
The Local Grants and Program Funds Specialist Adult Education is responsible for coordinating managing monitoring and reporting on grant-funded activities and program funding that support adult education services. This position ensures compliance with federal state local and private funding requirements while supporting the effective administration of Adult Education programs. The specialist works closely with program administrators fiscal staff instructors and community partners to maximize funding opportunities monitor expenditures maintain accurate records and support the achievement of program performance goals.
- Essential Duties and Responsibilities
- Research and identify funding opportunities that support Adult Education initiatives workforce development programs literacy services career pathways and student support services.
- Assist in the preparation submission and administration of grant applications and funding.
- Monitor grant awards and funding agreements to ensure compliance with applicable federal state and local regulations.
- Maintain grant timelines reporting schedules and performance measures.
- Coordinate with program staff to ensure grant-funded activities align with approved objectives and budgets.
- Track and monitor Adult Education program expenditures and revenues.
- Ensure funding is used in accordance with grant requirements budget allocations and agency policies.
- Assist in the development monitoring and reconciliation of program budgets.
- Review budget requests expenditures and financial transactions for accuracy and compliance.
- Prepare budget analyses expenditure reports and funding utilization summaries.
- Ensure compliance with Workforce Innovation and Opportunity Act (WIOA) Title II state Adult Education policies and other applicable funding guidelines.
- Collect analyze and maintain financial and programmatic data required for grant reporting.
- Prepare and submit monthly quarterly and annual reports to funding agencies and leadership.
- Support internal and external audits monitoring visits and compliance reviews.
- Maintain documentation and records necessary to support grant expenditures and program outcomes.
- Collaborate with the Grants Management Director Chief Adult Education and Learning Officer local program administrators and fiscal staff to support funding initiatives.
- Provide technical assistance and guidance regarding grant compliance budgeting and reporting requirements.
- Assist in coordinating special projects program evaluations and continuous improvement initiatives.
- Support partnerships with workforce agencies educational institutions community organizations and funding partners.

REQUIRED
- Bachelors degree in business administration finance and accounting from a regionally accredited institution.
- Three (3) years of progressively responsible experience in grants management program administration budgeting accounting Adult Education workforce development or a related field.
- Experience administering federally or state-funded education programs preferred.
- Strong attention to detail and commitment to accuracy.
- Ability to exercise sound judgment and maintain confidentiality.
- Knowledge of grant administration budget management and financial reporting principles.
- Understanding of federal state and local grant compliance requirements.
- Ensure funding is used in accordance with grant requirements budget allocations and agency policies.
- Strong analytical organizational and project management skills.
- Proficiency in Microsoft Office Suite including Excel Word PowerPoint and database applications.
- Ability to interpret regulations budgets financial statements and grant requirements
- Excellent written and verbal communication skills.
- Ability to manage multiple projects deadlines and priorities effectively.
- Ability to work collaboratively with internal and external stakeholders.
PREFERRED- Masters degree is preferred by a regionally accredited institution.
- Experience with WIOA Title II funding.
