Introduction
The State of Connecticut Department of Consumer Protection (DCP) invites its qualified agency employees to apply for aLicense and Applications Specialist with the Medical Marijuana Program within the Cannabis Control Division in Hartford.
The Cannabis Control Division oversees compliance and enforcement of all laws and regulations concerning the sale and distribution of hemp Adult-Use Cannabis Medical Marijuana and infused beverages within Connecticut. We are responsible for the administration compliance and enforcement of the states Medical Marijuana Program and Adult Use Cannabis Program. This includes issuing licenses performing inspections and conducting investigations at manufacturing and retailing establishments.

This License and Applications Specialist position iswith the Medical Marijuana Program within the Cannabis Control Division in Hartford.
Duties include but are not limited to:
- Developing/revising the licensing and registration process for product branding on the CAVU elicensing systems
- Maintaining creating and modifying work flows procedures in the CAVU licensing system to streamline the branding registration process
- Working in conjunction with Cannabis Control agents on investigations involving cannabis facilities who are in violation of statutes and/or regulations regarding product distribution and/or sale
- Participating in public hearings concerning revocation or amendment of license or registration
- Maintaining and modifying seed-to-sale systems; maintaining and managing product brand registration data on Connecticuts OpenData platform
- Participating in the collection and compilation of information from various other states on a variety of topics related to licensing or registration of cannabis product
- Responding to complaints regarding violations of the product branding statute and/or regulations and explain program
- Performs related duties as required

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for performing the most complex tasks in the analysis and processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.
EXAMPLES OF DUTIES
- Performs the most complex related duties in processing complex certificate and permit applications;
- Receives and processes fees;
- Studies and analyzes factors and incidents impacting on regulatory responsibility and makes recommendations to implement changes;
- Acts as a hearings officer or participates in public hearings concerning issuance revocation or amendment of certificates and permits;
- Explains laws and agency regulations to applicants and the public;
- Prepares correspondence;
- Assists in rate case matters;
- May perform or supervise investigations of violations;
- May supervise examination of and approve application process for interstate permits;
- Performs related duties as required.
AGENCY RESPONSIBLE FOR ADMINISTRATION OF PROOF OF FINANCIAL RESPONSIBILITY FOR REGULATED TRANSPORTATION SERVICES:
- May supervise or perform issuance of identification stamps or permits for regulated transportation services and keeping of appropriate records;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of clerical or technical experience in a regulated industry or with a regulatory agency.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in preparing material for or actively participating in hearings concerning the regulatory process.
NOTE: For state employees this experience is interpreted at the level of a License and Applications Analyst.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelors degree.
PREFERRED QUALIFICATIONS
Experience with reviewing and processing licenses certifications or permits through the states e-license system
Experience with the development and testing of applications utilizing staging environments
Experience in cannabis product brand licensing laws and regulations
Experience in creating and applying system workflows in eLicense
Experience with the OpenData and cannabis seed-to-sale platforms including Metrc or Biotrack
