Job Summary:

The Librarian 4 is responsible for the library and archives professional and other technical personnel in operating a repository of unique historical materials that includes manuscripts photographs rare and contemporary books journals newspapers microfilm recordings maps etc. This position plans administers and evaluates the work and activities for AHS libraries statewide.

Job Duties:

Manages plans administers and evaluates the work and performance of a staff of professional technical and clerical employees volunteers and interns; and coordinates the activities and functions of the AHS libraries with other departments and with itself.
Working closely with the Business Office; calculates budgets; manages procurement; tracks contracts and agreements; and ensures adequate equipment and supplies on hand.
Manages the administration of grants contracts procurement and agreements regarding library and archives.
Attends meetings and seminars; or performs management assignments for the agency representing the department at professional inter-agency and inter-jurisdictional meetings which require statement and interpretation of department policies plans and program.
Develops and administers procedures policies guidelines and records retention.

Knowledge Skills & Abilities (KSAs):

Knowledge of:

Library administration and management;
Principles and practices of work leadership and management;
Trends and recent changes in library technology.

Skills in:

Directing the personnel and programs of the department or of a library division;
Developing and presenting effective programs and projects to meet community needs and improve library service;
Communicating verbally and in writing.

Ability to:

Understand the agencys vision create measurable objectives to reach goals and communicate progress in achieving them;
Coordinate a number of complex tasks and to manage multiple projects to completion on deadline;
Delegate appropriately to staff and volunteers;
Organize time effectively;
Establish and maintain effective working relationships.

Selective Preference(s):

Masters degree in Library Science; or at least four (4) years of professional experience;
Ability to obtain and maintain a State Drivers License.
One (1) year in a supervisory capacity.
