As a Lead Portfolio Manager on the Activation Team you will be responsible for establishing and leading a standardized scalable project operating system that supports the successful delivery of a complex portfolio of supply chain initiatives. Your work will focus on enabling consistent data-driven execution by implementing clear governance structured processes and a single source of truth across projects. Responsibilities will span a range of critical portfolio management needs including strengthening intake and prioritization improving project performance to key performance indicators enhancing stakeholder engagement and increasing the effectiveness of risk management activities. You will consistently communicate with senior leaders Vice President and above. You will partner across operations technology design and construction teams to drive alignment and accelerate the speed and effectiveness of decisions. You role will involve laddering the portfolio planning and progress into the broader Supply Chain Operations and Global Supply Chain Operations echo addition you will embed execution excellence through standardized tools templates and best practices that elevate overall project delivery maturity. You will also lead adoption and change efforts to ensure consistent use of tools processes and governance across the team. The initial assignment will be based on careful consideration of the candidates previous experience along with their personal and professional career aspirations. This position will report to the Senior Director Activation.

Key Responsibilities

Lead the development implementation and continuous evolution of the Activation Project Operating System establishing standardized methods tools governance and routines that improve execution consistency portfolio visibility and scalable delivery of complex initiatives.

Establish and govern a common project management tool ecosystem driving adoption of predictive project management practices data integrity workflow standardization and portfolio transparency across the organization.

Develop and maintain portfolio performance frameworks that provide a single source of truth for delivery metrics portfolio health and executive decision-making.

Leverage automation analytics and emerging technologies including AI-enabled capabilities to improve efficiency reporting accuracy and decision-making across the project portfolio.

Design and govern tiered project lifecycle and stage-gate frameworks aligned to project complexity risk and investment level ensuring consistent planning rigor execution readiness and delivery performance.

Define and maintain governance structures decision rights escalation pathways and project readiness criteria that enable timely data-driven progression of initiatives and effective resolution of delivery risks.

Lead governance forums and portfolio reviews facilitating structured decision-making issue resolution risk mitigation and alignment across cross-functional stakeholders.

Establish and standardize stakeholder engagement models communication frameworks decision rights and accountability structures that improve alignment reduce execution friction and accelerate cross-functional decision-making.

Own project intake readiness and portfolio planning processes ensuring initiatives are strategically aligned sufficiently defined and positioned for successful execution.

Develop and manage prioritization frameworks that balance strategic value organizational capacity risk and expected benefits to support investment sequencing and deferral decisions.

Integrate annual planning and rolling intake into a scalable demand management process that improves forecasting prioritization and resource allocation.

Lead portfolio capacity and resource planning identifying constraints dependencies and trade-offs while driving escalation and resolution of resource conflicts and delivery risks.

Define and institutionalize standards for project planning scheduling risk management stakeholder engagement and execution practices that improve delivery predictability and project outcomes.

Establish performance management and continuous improvement mechanisms including portfolio health monitoring lessons learned and targeted process improvements that strengthen delivery effectiveness.

Drive adoption of project management tools governance processes and standard ways of working through training stakeholder engagement performance visibility and continuous reinforcement.

Ensure continuity and consistency of project execution across long-duration initiatives project leadership transitions and multi-workstream programs preserving delivery quality and organizational knowledge

About you:

• Bachelors degree or equivalent experience.
• Project Management Institute PMP Certification
• 8 years of experience in project program portfolio PMO operations or business transformation roles
• Demonstrated experience designing implementing and improving project management processes governance frameworks and operating models within a complex organization
• Proven ability to establish and scale portfolio management capabilities including intake prioritization resource planning governance and performance management
• Strong facilitation and communication skills with the ability to lead governance forums senior executive reviews and stakeholder discussions.
• Experience developing executive-level reporting portfolio health metrics and decision-support frameworks that drive transparency and accountability.
• Strong analytical and problem-solving skills with experience translating data into actionable business insights and recommendations.
• Experience implementing or administering project management and portfolio management tools workflows and reporting solutions
• Demonstrated ability to influence cross-functional stakeholders and drive alignment across multiple teams without direct authority.
• Experience leading organizational change initiatives and driving adoption of new processes tools and ways of working.
• Proven ability to identify process inefficiencies and implement scalable solutions that improve delivery performance and organizational effectiveness.
• Experience leveraging automation reporting technologies or AI-enabled tools to improve operational efficiency and decision-making.
• Strong business acumen with the ability to balance strategic objectives operational constraints and delivery commitments.

This position will operate as a Hybrid/Flex for Your Day work arrangement based on Targets needs. A Hybrid/Flex for Your Day work arrangement means the team members core role will need to be performed both onsite at the Target HQ MN location the role is assigned to and virtually depending upon what your role team and tasks require for that day.
