Job Summary

Position Title: Lead Data Manager

Term of Employment: Full-Time; 12 months

Reports To: Director of Student Information

Pay Information: NC06

General Statement of Job

The Lead Data Manager provides district-wide leadership technical administration and advanced user support for the North Carolina Student Information System (NCSIS / Infinite Campus) and all interconnected state and local databases. The Central Office Lead ensures district-wide data integrity coordinates high-stakes state reporting and manages system security access.

Essential Job Functions

1. District-Wide System Administration & Security

  • Serve as a district System Administrator for NCSIS (Infinite Campus).
  • Manage user accounts role-based access controls and security permissions across all district facilities to ensure data privacy and FERPA compliance.
  • Oversee critical system lifecycle events including district-wide Rollover / Start-of-Year (SOY) and End-of-Year (EOY) data cycles.
  • Manage integration and API data flows between the primary SIS and third-party software (e.g. transportation/bus routing school nutrition learning management systems and library databases).

2. Compliance State Reporting & Auditing

  • Direct audit and approve all state-mandated reporting processes for submission to NCDPI including the Uniform Education Reporting System (UERS).
  • Lead the reconciliation of crucial district data sets: Average Daily Membership (ADM) Principals Monthly Reports (PMR) graduation rates retention/promotion metrics and Civil Rights Data Collection (CRDC).
  • Execute routine data-quality profiling and audits to identify errors in attendance coding student scheduling demographics and immunization compliance.
  • Coordinate cross-departmentally to verify data synchronization for Exceptional Children (EC/CEAS) English Learners (EL) and Career & Technical Education (CTE).

3. Training Support & Leadership

  • Provide tier-2 and tier-3 technical troubleshooting and support to school-based data managers guidance counselors and school principals.
  • Develop organize and facilitate ongoing professional development workshops and user guides to train staff on state updates policy changes and system optimization.
  • Conduct monthly professional learning communities (PLCs) or alignment meetings for all school-based data managers to ensure district-wide standard operating procedures.

4. Master Scheduling & Data Analysis Support

  • Provide high-level technical consultation to middle and high school administrative teams during the development and building of school Master Schedules.
  • Extract clean and format specialized data requests for Central Office cabinet members to drive strategic decisions regarding school zoning resource allocation and accountability metrics.
  • Any other duties as determined by the supervisor

Knowledge Skills and Abilities

North Carolina Policy Expertise: Deep understanding of the North Carolina Public Schools Student Attendance and Student Accounting Manual.

System Proficiency: Mastery of NCSIS (Infinite Campus) or similar enterprise K-12 student information systems. Advanced skills in Microsoft Excel (VLOOKUPs pivot tables) and Google Workspace applications are required.

Data Privacy Regulations: Strong working knowledge of federal and state data privacy statutes specifically the Family Educational Rights and Privacy Act (FERPA).

Communication & Analytical Skills: Ability to translate complex data rules and tech structures into clear actionable advice for non-technical school staff.

Problem Solving: Ability to work independently under tight state-mandated deadlines while maintaining rigorous attention to detail.

Minimum Training and Experience

  • Associates degree or higher in Information Systems Computer Science Business Administration Education Data/Assessment or a closely related field or equivalent combination of experience.
  • Prior experience as a school-based Data Manager or Central Office Data Manager preferred.

Minimum Qualifications or Standards Required to Perform Essential Job Functions

  • Must be able to operate standard office equipment (computers scanners dual monitors) for extended periods.
  • Occasional travel within the county to various school campuses for targeted training or operational support.
  • Ability to occasionally lift or move up to 15 pounds (e.g. boxed archived files or training materials).
