Job Summary
Highly skilled Facilities Estimating SME / BOE Developer to support proposal development staffing analysis cost estimating and technical solution development for government facilities and base operations programs. The successful candidate will develop compliant defensible Basis of Estimate (BOE) packages by integrating labor staffing models operational requirements technical assumptions and non-labor resource requirements provided by cross-functional stakeholders. This role requires expertise in facilities operations workforce planning proposal development and cost estimating along with the ability to perform detailed bottoms-up estimating when required to validate assumptions or develop independent cost estimates.

oles and Responsibilities
Basis of Estimate (BOE) Development: Lead the development of compliant defensible BOEs by integrating labor staffing models non-labor resource requirements technical assumptions and execution strategies provided by Operations Site Management and Functional Leads.
Labor Staffing Model Development and Analysis: Utilize prescribed staffing models and estimating tools to develop workforce plans labor hour projections FTE requirements and staffing justifications aligned with contract requirements and operational execution plans.
Cross-Functional Coordination: Collaborate with project leadership site personnel maintenance managers and functional subject matter experts to collect validate and reconcile labor and non-labor takeoffs supporting proposal development.
Estimate Integration and Validation: Review proposed staffing levels materials equipment subcontracted services and other cost elements to ensure consistency with solicitation requirements technical approaches historical data and organizational estimating standards.
Resource Justification and Cost Narrative Development: Prepare detailed BOE narratives that clearly articulate assumptions methodologies staffing rationales and resource requirements to support management reviews customer evaluations and audit activities.
Bottoms-Up Estimating: Perform detailed time-to-task workload-based and resource-driven estimating to develop independent cost estimates validate staffing model outputs challenge assumptions and support unique proposal requirements not adequately addressed by existing estimating models.
Statement of Work (SOW) Development: Review or develop and refine subcontractor and vendor Statements of Work to support accurate pricing technical alignment and scope definition.
Technical and Cost Proposal Evaluation: May assess subcontractor proposals for technical compliance scope completeness staffing adequacy and cost realism.
Process Compliance: Ensure all estimates and BOEs comply with established estimating methodologies proposal processes contractual requirements and customer expectations.
Facilities and Operations Expertise: Apply knowledge of facilities maintenance utilities base operations logistics and government support services to accurately assess resource requirements and execution impacts.
Basic Qualifications
5-10 years of experience supporting government facilities base operations logistics maintenance or proposal development programs.
Experience developing Basis of Estimates (BOEs) staffing plans workforce models or cost estimates for government contracts.
Experience working with labor staffing models workload-based staffing methodologies or resource forecasting tools.
Experience supporting competitive proposal efforts task orders contract transitions or re-compete activities preferred.
Must hold a valid passport.
Must currently possess or be able to obtain a Government Security Clearance.
Must be proficient in Microsoft Excel and able to work efficiently with complex datasets and estimating/scheduling software
Candidates must be willing and able to travel as part of the role
Education:
Bachelors degree in construction management Business Management Civil Engineering or a related field.
Equivalent professional experience in government facilities estimating may be considered in lieu of a degree.
Preferred Qualifications
Knowledge base:
- Strong familiarity with published estimating documentation historical estimating practices and government facility operations.
- Understanding of government proposal development processes and BOE methodologies.
- Familiarity with labor staffing models workforce planning techniques and resource forecasting.
- Knowledge of facilities maintenance utilities public works housing base support operations or similar government service environments.
- Ability to evaluate labor and non-labor resource requirements against contractual and operational requirements.
Skills:
- Cost estimating and analysis
- Technical writing (SOWs evaluation reports)
- Proposal evaluation and compliance review
- Facilities maintenance and utilities operations
- Proven track record as a facilities lead or manager with experience right-sizing teams and material requirements
Preferred Attributes:
- Prior experience working directly on government facilities projects.
- Experience supporting LOGCAP AFCAP BOS GSC OMSS or other large-scale government operations and maintenance contracts.
- Experience developing staffing models BOEs and cost narratives for competitive proposals.
- Familiarity with fact-finding activities proposal reviews and customer cost evaluations.
- Experience working in contingency overseas or expeditionary support environments.
- Ability to synthesize historical data with current estimating practices.
- Strong communication and collaboration skills with the ability to clearly explain estimating approaches to proposal writers technical teams and management.
