Job summary

We are seeking an experienced Labor Negotiations Consultant to support a public sector client in Houston Texas. The consultant will provide strategic labor relations expertise lead collective bargaining preparations analyze labor agreements develop negotiation strategies and advise executive leadership throughout the negotiation lifecycle.

This role requires extensive experience working with government agencies unions employee associations and public-sector employment regulations.

Key responsibilities
  • Lead and support collective bargaining and labor negotiation initiatives.

  • Review and interpret collective bargaining agreements (CBAs).

  • Develop negotiation strategies proposals and cost analyses.

  • Advise leadership on labor relations policies and employment practices.

  • Conduct compensation benefits and workforce impact analyses.

  • Facilitate meetings with union representatives and stakeholders.

  • Prepare negotiation reports presentations and executive briefings.

  • Ensure compliance with federal state and local labor laws.

  • Identify labor risks and recommend practical resolutions.

  • Collaborate with HR legal finance and departmental leadership.

Required qualifications
  • Bachelors degree in Human Resources Labor Relations Public Administration Law or a related field.

  • 10 years of labor relations or collective bargaining experience.

  • Strong knowledge of public sector labor laws and employment regulations.

  • Experience negotiating with unions or employee associations.

  • Excellent analytical communication and stakeholder management skills.

  • Advanced proficiency in Microsoft Office (Excel Word PowerPoint).

Preferred qualifications
  • Masters degree or JD preferred.

  • Experience with county city or state government agencies.

  • SHRM IPMA-HR or labor relations certification is a plus.

  • Experience supporting executive leadership during complex negotiations.
