Key Responsibilities
The Division of Juvenile Justice and Youth Services (JJYS) is seeking a skilled Service Continuum and Contract Administrator II to lead full-lifecycle contract management and procurement operations. This position serves as the primary contractual authority for the division responsible for negotiating high-level provider agreements drafting precision Scopes of Work (SOWs) and ensuring strict adherence to the Utah Procurement Code. Through strategic contract development and fiscal oversight you will build and monitor the contractual frameworks that drive JJYS youth placement strategies and community-based programs.
Role and Responsibilities:
Write review and negotiate complex contracts grants Data Sharing Agreements (DSAs) and Memorandums of Understanding (MOUs).
Draft detailed Scopes of Work (SOW) with clear enforceable outcome measures.
Lead full-lifecycle procurement actions for services goods and IT/technology. Author Requests for Proposals (RFPs) and bid requests evaluate vendor proposals for specification compliance and issue formal award recommendations.
Serve as the single point of contact for JJYS vendor relationships. Perform fiscal auditing track contract budgets and use advanced Excel models to monitor vendor performance and expenditure data.
Ensure all statewide cooperative contracts and divisional procurements follow state/federal regulations and the Utah Procurement Code. Conduct procurement training for public entities statewide.
Partner with JJYS leadership finance and community providers to structure contracts that prioritize home-based care over high-level placement reducing lengths of stay in congregate settings.
Oversee division scheduling/timekeeping software manage donation systems and coordinate IT duplicate record resolutions.
Qualifications
Minimum Qualifications:
Extensive demonstrated experience in full-lifecycle contract administration RFP development and public procurement.
Proven background in drafting negotiating and enforcing complex contracts MOUs and Scopes of Work.
Advanced proficiency in Microsoft Excel for financial modeling contract budget tracking and performance analysis.
Exceptional written communication critical thinking and negotiation skills.
Preference
Bachelors degree in Business Administration Public Administration Law or a closely related field.
2 years of contract management public purchasing or DHHS services administration.
Specialized experience in IT procurement or technology-related contract management.
