Job Summary

Position Overview

We are seeking an experienced IT Project Manager V to lead the delivery of telecommunications and wireless network initiatives supporting a large-scale Advanced Metering Infrastructure (AMI 2.0) program. This role will oversee the planning design implementation testing and deployment of network communication solutions that enable critical smart grid capabilities.

The ideal candidate will possess extensive experience managing telecommunications wireless networking infrastructure and large-scale technology programs while coordinating cross-functional teams vendors and business stakeholders.

Key Responsibilities

Program & Project Leadership

  • Lead the end-to-end delivery of network communications workstreams across AMI 2.0 program releases.
  • Manage telecommunications initiatives including cellular mesh networking carrier interconnections cloud connectivity and head-end integrations.
  • Develop and maintain project plans schedules budgets risks dependencies and resource plans.
  • Ensure successful execution of project objectives while meeting scope timeline quality and performance expectations.

Telecommunications & Network Delivery

  • Oversee planning architecture design build testing deployment and operational readiness activities for telecom infrastructure.
  • Ensure alignment between network communications solutions and broader enterprise architecture including:
    • Meter Data Management Systems (MDMS)
    • Head-End Systems (HES)
    • Cloud Platforms
    • SAP
    • Advanced Distribution Management Systems (ADMS)
  • Drive implementation of scalable and reliable wireless communications capabilities supporting utility operations.

Vendor & Technology Evaluation

  • Lead technical evaluations vendor assessments and selection processes.
  • Develop RFI/RFP documentation and evaluate vendor responses.
  • Create architecture recommendations and technology roadmaps.
  • Present data-driven recommendations regarding technology selection deployment strategies and vendor partnerships.

Requirements & Governance Management

  • Lead the development validation and management of wireless and carrier service requirements.
  • Ensure requirements are traceable across design testing and deployment artifacts.
  • Support governance reviews executive presentations steering committee meetings and escalation forums.
  • Analyze technical operational financial and risk considerations to support executive decision-making.

Cross-Functional Coordination

  • Collaborate with:
    • IT teams
    • Wireless engineering teams
    • Cybersecurity organizations
    • Field deployment organizations
    • Operations teams
    • External vendors and system integrators
  • Manage vendor performance deliverables contracts and service-level commitments.
  • Facilitate communication between technical and executive stakeholders.

Risk & Issue Management

  • Identify assess and mitigate project risks.
  • Manage dependencies across multiple workstreams.
  • Ensure compliance with regulatory requirements security standards and enterprise governance frameworks.

Required Qualifications

Education

  • Bachelors degree in Information Technology Engineering Telecommunications Computer Science Business or a related discipline.
  • Equivalent combination of education and relevant experience may be considered.

Experience

  • 10 years of project or program management experience.
  • Proven experience managing large-scale telecommunications networking wireless or infrastructure delivery programs.
  • Experience leading cross-functional teams system integrators and multiple vendors.
  • Strong experience managing project scope schedules budgets and risk management activities.

Technical Expertise

  • Strong knowledge of:
    • Cellular communications
    • 3GPP wireless technologies
    • Mesh networking
    • FAN (Field Area Networks)
    • WAN and backhaul networks
    • IoT communications infrastructure
  • Experience facilitating complex technical discussions and architecture reviews.
  • Understanding of enterprise integration environments and large-scale technology ecosystems.

Leadership & Communication

  • Exceptional stakeholder management and communication skills.
  • Ability to communicate effectively with both technical teams and executive leadership.
  • Strong analytical problem-solving and decision-making capabilities.

Preferred Qualifications

  • Experience with utility industry AMI 1.0 or AMI 2.0 programs.
  • Experience with smart grid technologies and utility telecommunications infrastructure.
  • Experience working with Tier-1 wireless carriers.
  • Knowledge of:
    • 3GPP cellular solutions
    • SIM lifecycle management
    • Device management platforms
    • Grid communications technologies
  • Experience with vendor negotiations and contract management.
  • Familiarity with cybersecurity requirements for wireless telecommunications and utility networks.
  • Experience developing executive presentations strategy documents and decision-support materials.
