Main Purpose of Job

The main purpose of thisposition is to plan direct perform coordinate and evaluate METERS/NCICaudits of computerized records and develop quality assurance programs for allstatewide METERS/NCIC programs. Provide liaison with criminal justice agenciesto ensure the information entered into the METERS/NIC system is the highestquality possible. Perform off-line searches to assist law enforcement withcriminal and internal investigations. Provide certification and specializedtraining to users of METERS/NCIC. Recommend disciplinary action againstMETERS/CIC clients and client agencies to the CJIS Systems Officer.

POSITION DUTIES

Audit Maryland Law Enforcement Agencies computerized recordsfor completeness accuracy and timeliness. Schedules audits by region andnotifies staff of assignments monthly. Perform security audits of all CriminalJustice Agencies with access to NDEx or METERS/NCIC to include a review ofterminal security criminal history inquiries and IT security issues forcompliance. Conduct an exit interview in person with the Agency Head or hisdesignee and the Terminal Agency Coordinator. Conduct follow-up audits of allagencies when required for non-compliant issues.

Assists technical programmer analysts in the design developmentand testing of application system corrections or enhancements by analyzingmodifications recommended determining system impact and estimating effort andresources required to perform modification.

Perform Off-Line Searches through the Archive and RetrievalSystem and the Federal Bureau of Investigation (FBI) to assist agencies withcriminal civil and internal investigations. Testify in court or before AgencyReview Boards as to the findings of these off-line searches when required.

Reviews error codes generated by the application system todetermine the appropriate course of action for correction.

Will complete other tasks assigned by the Command Staff

MINIMUM QUALIFICATIONS

Experience: One year of experience providing problem analysis and ongoing user support coordinating system development and implementation and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms.

Notes:

1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in Accounting Finance Business Administration Public Administration Human Resources Management Information Technology or other related field with specific coursework in the structure and use of automated information systems for the required experience.

2. Candidates may substitute the possession of an Associates degree from an accredited college or university in Accounting Finance Business Administration Public Administration Human Resources Management Information Technology or other related field with specific coursework in the structure and use of automated information systems and six months of experience providing problem analysis and ongoing user support coordinating system development and implementation and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Three years of experience performing communicationservices through the Maryland Electronic Telecommunications EnforcementResources System and National Crime Information Center System.

2. Experience performing quality control compliance work inautomated law enforcement and criminal justice systems.

3. Experience providing technical assistance to end usersto resolve problems with computer hardware and software.

SELECTION PROCESS

The selection process for thisrecruitment will involve a rating of the training and experience provided onthe application. Applicants who meet the minimum qualifications will be placedon an eligible list in the BEST QUALIFIED BETTER QUALIFIED and QUALIFIEDcategories. The list will be used by the hiring manager to select theindividual to fill this vacancy. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist ofa rating of your education training and experience related to the requirementsof the position.
