The Deputy Director provides executive leadership strategicgovernance and operational management for the Information Technology Division(ITD) under the general direction of the IT Director. The role translatesstrategic visions into tactical execution steering multidisciplinary teams todeliver resilient public safety technology platforms across the agency.
Core responsibilities include oversight of networkinfrastructure and network security; strategic and tactical technologyplanning; budgeting; oversight of IT projects; and the developmentimplementation and maintenance of the Maryland State Police wide area includes traditional data communications systems digital microwavesystems and other wireless communications circuits that support agencyoperations statewide. The position also assists with oversight of the ComputerAided Dispatch (CAD) system Records Management System (RMS) applicationdevelopment database maintenance deployment and maintenance of personalcomputers deployment and maintenance of cellular and office telephone systemshelpdesk operations customer service functions mailroom operations andIT-related procurements.
Crucially the Deputy Director assists and may author comprehensivecybersecurity policies business continuity plans and vendor SLAs to protectcritical state infrastructure from modern technical threats. By maintainingthese cutting-edge communications infrastructures this position ensuresuninterrupted information sharing optimal operational readiness and robustpublic safety initiatives for vital law enforcement functions statewide.
Technical Operations & InfrastructureLeadership
Leadership: Provide management oversight and responsibility over theNetwork Section Field Support (desktop) Section Communications/MailroomSection Application Support Section and CAD/RMS Section.
Subordinate Mentoring & Motivation: Actively mentor guide andmotivate personnel across all technical sections to foster professional growthencourage a high-performance culture and ensure operational readiness.
Subordinate Monitoring: Continuously monitor and evaluate the dailyperformance and operational output of subordinates to maintain divisionstandards and accountability.
Operational Readiness: Provide directtechnology support to all planned routine and emergency tactical operationsfor the agency.
Data Transmission Governance: Plan and coordinate all network servicesproviding data transmission for the agency to ensure optimal availabilitysecurity and integrity.
Application Services: Direct the activities of subordinates regardingthe development and administration of all application services providing dataprocessing security and reliability.
Architecture Documentation: Oversee and assist with the productiondelivery and maintenance of comprehensive technical documentation related tothe network and systems.
Section Lifecycle Management: Oversee technical project management andfinancial matters for the engineering section consistent with agency policies.
Hardware Logistics: Direct the activities of subordinates regardingthe maintenance software configuration and repair of all distributed systemsincluding servers switches routers firewalls all desktop units printersmobile systems software configurations and peripheral equipment.
Telecommunications Management: Oversee the deployment setup andmaintenance of cellular and office telephone systems.
Performance Diagnostics: Supervise the daily performance of computersystems across the state and conduct advanced computer diagnostics toinvestigate and resolve system conflicts.
Identity Management: Enforce accountability for maintaining andauditing user accounts across all supported data systems.
Application Troubleshooting: Provide direct support for applicationsincluding system monitoring troubleshooting escalation pathways and finalincident resolution.
Administrative Oversight Strategy Fiscaland Budgetary Planning
Policy Compliance: Provide management oversight to ensure thecoordination and implementation of data security network infrastructure andnetwork security services follow required State and agency policies.
Fiscal Accountability: Manage the accountability and executiveoversight of IT-related projects funding structures Memorandums ofUnderstanding (MOUs) and related procurement items.
Professional Alliances: Establish and maintain professionalrelationships with personnel from external law enforcement and technologyorganizations and groups.
Core Application Integration: Maintain high-level oversight of primaryapplications and systems specifically including Delta Computer-Aided Dispatch(CAD) systems Records Management Systems (RMS) and the Licensing Portal.
Strategic Roadmaps: Maintain and update the annual Technology
Strategic Plan alongside near-term tactical plans for the departments ITneeds.
Proactive Assessments: Plan draft and deliver comprehensivetechnology budgets operational needs assessments IT compliance policies andsecurity roadmaps.
Executive Briefings: Provide weekly and monthly tactical andoperational updates to the Director and other executive-level staff.
Interoperability Coordination: Coordinate closely with theCommunications Services Section regarding core infrastructuretelecommunications systems.
Statewide Communications: Maintain traditional data communicationssystems digital microwave systems and other wireless communications circuitsto support agency operations statewide.
Ancillary Administrative Operations
Security & Continuity Governance: Assist with and authorcomprehensive cybersecurity policies business continuity frameworks andvendor service level agreements (SLAs) to safeguard critical infrastructure.
Logistics Oversight: Assist with the divisions secondaryadministrative support duties including mailroom operations and distributionlogistics.
Executive Mandates: Perform other related duties and operationalactions as assigned by the Director or other executive-level staff.
Education:Bachelors degreefrom an accredited college or university in Computer Science Computerinformation Technology Management Information Systems or anothertechnology-related field.
Experience:Five(5) yearsormore of progressive IT experience to include direct involvement in leading ateam of technicalstaff working with the Executive Managementof anorganization and managing multipleconcurrent projects.
Note:Candidates without aBachelors degree must possess a minimum ofnine (9) yearsofprogressive IT experience which must still include the required five (5) yearsof leadership executive collaboration and project management experience.

PreferredQualifications:
1.Experienceworking with government entities and law enforcement.
2. Experience managing large-scale WANsapplication development communications and public safety CAD/RMS platforms.

4.Experience managing IT budgetsprocurements grant funding and MOUs.
5. Ability to author enterprisecybersecurity policies business continuity frameworks and strategic ITroadmaps.
6. Track record of providing precisebriefings to agency Command Staff and building inter-agency alliances.
Employees in thisclassification may be assigned duties which require the operation of a motorvehicle. Employees assigned such duties will be required to possess a motorvehicle operators license valid in the State of Maryland.
In accordance withSection 2-204 (b) (6) of the Public Safety Article candidates for positions inthis classification will be subject to an initial drug screening a physicalexamination and a complete criminal background investigation to include apolygraph examination before permanent appointment can be made.
