Job Summary

The City of Independence is recruiting for an Power Engineering Manager. This position will oversee the design and planning of the Citys electric transmission distribution and production systems. This position will be open until PURPOSEPerforms a variety of technical professional and managerial duties related to directing coordinating and overseeing the design and planning for the Citys electric transmission distribution and production systems. SUPERVISION RECEIVED & EXERCISEDThis position performs work under the general guidance and direction of the Power & Light general supervision to the Engineering Supervisor District Engineering Planning Supervisor GIS Supervisor System Protection Engineer Division Administrative Specialist and Systems Program FUNCTIONS The Power Engineering Manager may perform a combination of some or all of the following duties and perform related duties as DutiesCarries out supervisory responsibility in accordance with City policies procedures and applicable laws including training in job skills; planning assigning and directing work; appraising performance; addressing complaints and resolving a focus on succession planning as a key to maintaining staff expertise in all key programs and project requirements and issues guidelines directed toward the achievement of division goals and objectivesReviews and approves all engineering activities associated with implementation of a procedure standard guideline or method used to plan & design the Citys electric transmission distribution substation and production with System Operations Division in these activities to assure combined goals of the Power & Light organization are long-term strategic planning activities necessary to ensure continuity of a reliable safe and efficient power system. Establishes schedules and budgets for resolving engineering and operation-related problems. Responsible for the Engineering Operating and CIP budget and related System Program Coordination staff to assure that specialty programs and software are in place to support Engineering and T&D as well as providing focused support for IPL of City-wide programs impacting with Manager System Operations and Telecommunications Supervisor to manage and direct Fiber Optic business plan providing updates to Power & Light Director and City management or Council from time to with City and utility management consulting agencies business associates customers regulating agencies advisory boards special interest groups neighboring utility officials and other members of the community for the purpose of discussing electric service power supply and broad utility/energy policies and and upgrades professional knowledge and skills by attending seminars and training programs and reading trade and professional journals and publications. Maintains active membership and participation in technical and professional familiarity of latest NERC Standards in Operations Planning and Cyber areas to ensure they are implemented in design and operation of the electric and participates in staff meetings completes required forms and paperwork and prepares work program and reports progress periodically. MINIMUM QUALIFICATIONSEducation and Experience:Graduation from an ABET accredited college or university with a Bachelors Degree in Electrical Engineering specializing in power system engineering required (BSEE);ANDFifteen (15) years experience in electrical power systems engineering;ORTwelve (12) years experience in electrical power engineering with a Masters Degree in Electrical Power equivalent combination of education and experience that provides the required knowledge skills and abilities to perform the essential functions of the Requirements and/or Qualifications:Must be registered as a licensed professional engineer (PE) (in state of Missouri within 6 months of employment).Must possess a valid drivers complete required NIMS level training within first six months of Skills and Abilities:Thorough knowledge of principles and practices of engineering pertaining to design and operation of electric transmission distribution systems substations and general power plant operations and related all standards and of applicable federal local and state regulations pertaining to the proper design and operation of electric transmission and distribution of recordkeeping report preparation filing methods and records management of basic budgetary principles and of basic Power Pool requirements; advanced NERC and FERC operations parameters Project Management techniques reports and procedures; administrative principles and practices including goal setting and program budget development and of supervision techniques used to administer train maintain and support department staff; administration of staff and activities either directly or through subordinate of methods and techniques of research statistical analysis and report in using tact discretion initiative and independent judgment within established guidelines; researching compiling and summarizing a variety of informational and statistical data and in organizing work setting priorities meeting critical deadlines and following up assignments with a minimum of direction. Skilled in applying logical cognitive and mathematical thinking to solve problems or accomplish tasks; computation and analysis including trigonometry geometry algebra and in communicating clearly and effectively orally and in writing; planning organizing assigning reviewing and evaluating the work of staff; selecting mentoring and motivating staff and providing for their training and professional in assisting with NERC compliance in consulting and construction activities; preparing clear and concise reports correspondence and other written materials. Ability to understand interpret and communicate complicated policies procedures and protocols; read and understand electric power system engineering plans and to apply advanced mathematical concepts such as fractions percentages ratios and proportions to practical to read and interpret documents including but not limited to safety rules operation and maintenance instructions and procedure to read analyze and interpret professional periodicals and journals technical procedures and government regulations. Ability to speak effectively before public groups and respond to questions; solve practical problems and deal with a variety of concrete variables in situations where only limited standardization to interpret a variety of instructions in written oral diagram or schedule form; define problems collect data establish facts and draw valid to use equipment and software including laptop/ desktop SCADA EMS System AUTOCAD Vehicle MS Office products City of Independence management systems e-mail voice mail and related software PLS CADD SEL to act as the designated SME on analyzing and reporting Environment:Work is generally performed in an office environment. Repetitive motion. Substantial movements (motions) of the wrists hands and/or fingers. The individual is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
