UWStout Polytechnic (UW-Stout) seeks an International Programs Director for a transnational education (TNE) Program. Beginning as a part-time benefits-eligible remote appointment the position will transition to full-time as enrollment and operational responsibilities expand. The position will provide operational leadership for the implementation administration and continuous improvement of the partnership.

The Director provides on-the-ground operational leadership for UWStouts TNE program overseas serving as the universitys primary operational liaison with its overseas partner. The Director monitors program implementation facilitates institutional communication identifies emerging opportunities operational challenges and potential risks and advises UWStout leadership on matters affecting the successful implementation long-term sustainability and strategic growth of the partnership.

QUALIFICATIONS

Minimum / Required

• Masters degree or higher in higher education comparative education international education or a related field.
• Demonstrated experience advising consulting on or coordinating the development implementation and ongoing operation of transnational education (TNE) partnerships involving U.S. and overseas institutions including collaboration with senior university leaders institutional governance faculty engagement student mobility and cross-border program operations.
• Professional proficiency in spoken and written English and at least one East Asian language.
• Ability and willingness to maintain primary residence in the United States undertake substantial and recurring travel overseas and obtain and maintain all documentation necessary for such travel and the performance of assigned institutional responsibilities.
• Demonstrated ability to work independently and effectively in a remote cross-cultural environment.

Highly Desired/Preferred

• Experience developing and implementing international student recruitment admissions yield and enrollment strategies for transnational education dual-degree or international academic programs.
• Experience developing partnerships with government agencies nonprofit organizations employers or industry to support international education applied learning or workforce development.
• Experience planning and administering externally funded international education initiatives government-sponsored programs or grants.
• Experience supporting quality assurance assessment accreditation or continuous improvement initiatives for transnational or international academic programs.

RESPONSIBILITIES

Program Coordination and Governance Support(40%)

• Lead operational implementation of the TNE programin accordance withthe approved partnership agreements.

• Coordinate andfacilitateTNE meetings communications and follow-up activities.

• Serve as the primary operational liaison between UWStout and overseas partner leadership faculty and program teams to foster cross-institutional (faculty staff student) success.

• Monitor operational regulatory and partnership-related risks affecting the TNE program and communicate significant issues and recommended responses to UWStout leadership.

• Lead continuous assessment and quality improvement efforts associated with the TNE program.

Faculty Coordinationand Support(15%)

• Collaborate with the Dean and Department Chairsregardingfacultyselection scheduling and participation at overseas partner institution and document for accreditation purposes.

• Oversee faculty onboarding and promote instructional continuity.

• Manage the identification organization and distribution of instructional materials to support locally delivered coursework.
  

Student Engagement and Mobility Pathways (Inbound & Outbound)(15%)

• Engage prospective and admitted students and their families overseas and the United States providing guidance on program structure academic expectations international study opportunities and pathways to degree completion.

• Guidestudent preparation and transition for study abroad experiences including pre-departure orientation and cultural readiness.

• Facilitate inbound mobility pathways for international students studying at UWStout.

• Facilitate outbound mobility opportunities for UWStout studentsparticipatingin exchange at the overseas partner institution.

• Advance andmonitora coordinated bi-directional student mobility strategy.
  

Industry and Applied Learning Support(10%)

• Collaborate with the Department of Corporate Relations & Economic Engagement to develop internship co-op and employer partnerships supporting the TNE program.

• Promote alignment with UWStouts polytechnic mission through industry engagement and applied learning opportunities.
  

Operational Planning & Financial Administration(20%)

• Oversee operational and financial processes associated with the TNE program.

• Facilitate communicationregardingbudgeting faculty travel operational planning and program expenses between UWStout and overseas partner institution.

• Monitor program implementation needs and resourceutilizationto support effective program operations.

• Manage administrative documentation and reporting related to program activities travel and institutional collaboration in alignment with university required reporting needs.

• Promote alignment of operational planning with institutional priorities and approved budget frameworks.

• Delivers directed international program unit messaging to internal and external audiences

• Develops unit international program operating policies and procedures to comply with regulations institutional policies and program objectives including hiring training and supervision of staff

• Exercises supervisory authority including hiring transferring suspending promoting managing conduct and performance discharging assigning rewarding disciplining and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees

• Collects prepares and analyzes international program data

• Develops targeted communication plans and materials based on established unit program goals
