TheDelaware Department of Justice Civil Rights & Public Trust Division isseeking a Chief Special Investigator to lead and oversee investigationsinvolving civil rights violations public corruption official misconductelection-related offenses hate crimes abuse of public office and othermatters affecting public confidence in government.

Underthe direct supervision of the Director of the Civil Rights & Public TrustDivision this position is responsible for supervising Special Investigatorsdirecting investigative operations ensuring the timely and effective progressof investigations and independently managing complex investigative Chief Special Investigator serves as the Divisions principal investigativeadvisor and works collaboratively with Deputy Attorneys General federalstate and local law enforcement agencies regulatory agencies andgovernmental partners to advance the Divisions mission of protecting civilrights and maintaining integrity in public service.

Underthe direct supervision of the Director of the Civil Rights & Public TrustDivision the Chief Special Investigator will supervise Special Investigatorsconducting criminal and administrative investigations involving alleged civilrights violations public corruption official misconduct election offenseshate crimes abuse of public office and other matters assigned to theDivision.

TheChief Special Investigator will assign supervise and monitor the progress ofinvestigations conducted by Division investigators including timely review ofinvestigative reports investigator meetings case strategy meetings withDeputy Attorneys General and oversight of interviews search warrantssubpoenas arrests evidence collection and case closures.

TheChief Special Investigator will independently manage a caseload involvingcomplex and sensitive investigations while ensuring investigative activitiesare conducted in accordance with constitutional requirements Delaware lawDepartment policies and nationally recognized investigative best practices.

TheChief Special Investigator will serve as the Divisions liaison with federalstate and local law enforcement agencies inspectors general regulatoryagencies ethics commissions and other governmental entities responsible forcivil rights enforcement and public integrity investigations.

TheChief Special Investigator will organize and conduct outreach participate inprofessional training assist in the development of investigative policies andprocedures mentor investigative staff and remain current on investigativetechniques digital evidence legal developments and emerging trends involvingcivil rights and public corruption investigations.

TheChief Special Investigator will perform other duties as assigned.

Applicantsmust have education training and/or experience demonstrating competence ineach of the following areas:

1. Minimum five years law enforcement experience or the functional equivalent with a background in criminal investigations.
2. Prior experience managing law enforcement officers and/or Department of Justice investigators conducting complex felony investigations public corruption investigations civil rights investigations or other complex criminal or administrative matters.
3. Demonstrated knowledge of criminal investigative techniques constitutional law rules of evidence investigative case management and courtroom procedures.
4. Proficiency in Microsoft Office Excel PowerPoint DELJIS NCIC LEISS and other law enforcement information systems.
5. Ability to communicate ideas clearly and effectively in both written and verbal formats.
6. Ability to establish and maintain effective working relationships with prosecutors law enforcement agencies public officials and community stakeholders.
7. Possession of a valid drivers license.
8. Ability to qualify and carry a firearm.
9. Current or recent Police Officer Standards and Training (POST) certification (formerly Council on Police Training (COPT)) or the ability to obtain certification as required by the Department.
10. The ideal candidate will possess extensive experience working collaboratively with federal state and local law enforcement and governmental agencies including leading multi-jurisdictional investigations and fostering strong interagency relationships.
11. The ideal candidate will demonstrate sound judgment unquestioned integrity and experience managing sensitive investigations involving public officials allegations of civil rights violations or other matters affecting public confidence in government.
