Overview

The Agency of Digital Services IT Operations Team is currently seeking an Information Technology Manager I to join our team to assist with support of Department of Health Access initiatives which is a part of the Agency of Human Services. This role coordinates with internal resources vendors and other stakeholders as appropriate to answer problems and this role youll have the opportunity to manage coordinate and have oversite on a variety of different systems and projects coordinate with vendors to review and produce system documentation training materials for organizational support and create documentation for internally developed systems.

This position is not hands on with technology rather its a management and oversite role with our vendors and supporting stakeholders. This role is not planned to supervise staff so the position takes a hands on approach to completing assigned tasks and activities such as deliverable reviews creation of technical documentation and other responsibilities as assigned.


Were ideally looking for candidates that have experience leading implementing and maintaining large-scale technology projects for business applications such as in reporting and data analytics but this is not a requirement. Procurement contracting and vendor management experience are all helpful skillsets for this position.

Duties of this position include:

  • Manages information technology activities and systems for the IT Operations team primarily for the Department of Vermont Health Access (DVHA) of the Agency of Human Services. Major focus will be for the Medicaid Management Information System (MMIS) program for DVHA as well as general IT support for the department.
  • Acts as a technical lead and product owner on assigned projects and this role maintains and enforces best practices from a technical perspective for systems applications and infrastructure. Also enforces best practices on all aspects and phases of project management including but not limited to solution design requirement gathering risk management quality assurance release management operational readiness and budgetary forecasting.
  • Communicates to non-technical stakeholders how critical business functions rely on technical processes for assigned projects and systems. This includes how these functions flow through different system processes technical manual tasks and integrations with external systems.
  • Designs documents and reviews technical documentation on assigned systems and projects for use in Maintenance & Operations and in future planning.
  • Develops requests for proposals for departmental review and approval enters into contracts with vendors and monitors vendor performance through contract deliverables.
  • Collaborates with senior management internal stakeholders and external stakeholders to define procedures develop system strategies and resolve issues.
  • Reports regularly to the MMIS Program Manager on project progress issues risks and escalates issues as needed.
  • Performs related duties as required.

Environmental Factors

Work is performed in a standard office setting. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated.

Minimum Qualifications

Six (6) years or more experience in computer science business administration public administration mathematics technical operations management or providing support to staff within an Information Technology environment.

OR

Four (4) years or more in an Information Technology Manager role with a combination of experience in computer operations information technology management/administration or supervisory responsibilities.
