Job Duties

This is a restricted position which is solely funded by the Public Health Emergency Preparedness Cooperative Agreement for a 1 year period ending June 30 2026. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Supports the delivery of services agency wide by developing policies procedures performing research managing grants providing technical guidance coordinating resources establishing liaisons in support of service delivery and assessing the impact of new policies procedures regulations. Work is primarily focused more on long range than intermediate issues. Staff carries out their responsibilities following broad parameters set forth by grants program goals and objectives with supervisory involvement limited to actions which affect other organizational units and/or programs or are politically sensitive.

This position ensures the Virginia Department of Health maintains a high level of operational resilience and emergency readiness by leading agency-wide continuity of operations (COOP) planning this role you will coordinate the development implementation and maintenance of VDHs Continuity of Operations (COOP) program; lead various planning and training initiatives; and actively contribute to Incident Management Team operations. By maintaining compliant effective and up-to-date continuity and emergency response frameworks this position enhances the agencys capacity to safeguard public health and fulfill its mission. The incumbent carries out their responsibilities following broad parameters set forth by grants and program goals and objectives with supervisory involvement limited to actions which affect other organizational units and/or program or issues that are sensitive.

Minimum Qualifications

1. Demonstrated knowledge of public health operations programs and service delivery within a state or local health department.
2. Proven understanding of emergency management principles continuity of operations (COOP) planning and business continuity practices.
3. Experience coordinating complex planning efforts that involve multiple programs offices and diverse stakeholder groups.


Additional Considerations

1. Demonstrated skill in developing implementing and evaluating continuity plans procedures and related documentation.
2. Demonstrated skill in organizing and facilitating meetings trainings workshops and exercises for diverse audiences.
