The Des Moines Public Schools Human Resources Team is looking for and accepting applications from dynamic leaders for our vacant HR Manager are looking for an individual that thrives in a fast paced and team-oriented environment. This position will support the staffing and hiring of certified staff to support our schools.

Job Summary:

The Human Resources Manager provides leadership and operational oversight of the districts human resources function. This role leads talent acquisition onboarding employee relations and retention strategies while ensuring compliance with district policies collective bargaining agreements and applicable state and federal laws. The manager serves as a trusted advisor to district leaders on workforce planning employee relations and HR best practices. The essential functions as shown below represent only the key areas of responsibility; specific position requirements will vary depending on the needs of the district.

Essential Functions and Responsibilities:
  1. Lead district-wide talent acquisition and hiring processes including recruitment strategies candidate screening and selection recommendations.
  2. Design and implement recruitment and retention initiatives including pipelines (job fairs grow-your-own programs internships and student teaching placements).
  3. Oversee onboarding and employee experience programs including orientation mentoring and processes that ensure a high level of service and successful staff integration.
  4. Serve as a strategic HR consultant to district leaders on staffing employee relations performance management and policy interpretation.
  5. Develop and deliver HR training and guidance to leaders on employment practices compliance and workforce management.
  6. Analyze workforce data and engagement trends to inform recruitment retention and employee wellness initiatives; coordinate district-wide wellness and Social Emotional Learning (SEL) supports.
  7. Support labor relations and compliance processes including participation in due process grievance and labor-management meetings as needed.
  8. Maintain professional learning and growth through professional organizations seminars course work and collaboration.
  9. Other duties as assigned.

Minimum Qualifications:

  • Education: Bachelors degree in education human resources or equivalent combination of education and experience.
  • Work Experience: Five years of progressively responsible experience including at least three years of supervisory experience.
  • Licensure or Certification: N/A

Knowledge Skills and Abilities:

  1. Demonstrated ability to collaborate effectively with diverse stakeholder groups including colleagues employees unions and external partners.
  2. Knowledge of principles and practices of human resources management including recruitment selection employee relations and retention strategies.
  3. Knowledge of Iowa administrator and teacher licensure.
  4. Effective written and oral communication and presentation techniques.
  5. Demonstrates courtesy sound judgement and professional decision making in handling sensitive or confidential situations.
  6. Data informed decision making and analytical skills.
  7. Ability to prioritize tasks and determine proactive approaches to problem-solving with strong decision-making capability.
  8. Strong project and program management skills including implementation of recruitment and retention initiatives.
  9. Skilled in conflict resolution mediation and problem-solving in complex employee relations matters.
  10. Excellent time management skills with a proven ability to meet deadlines.
  11. Knowledge around training development and adult learning.
  12. Ability to coach and motivate assigned staff.
  13. Proficient with Microsoft Office Suite or related software.
  14. Maintain Confidentiality.
  15. Attend work on a prompt and regular basis.
  16. Maintain satisfactory and harmonious working relationships with the public students and other employees.
