Minimum Qualifications

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelors degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Knowledgeable in a variety of areas such as: Civil Service rules LDAF departmental policies and procedures relating to classification position descriptions (SF-3s) compensation mandatory versus optional pay rules Continuous Performance Management (CPM) LaGov HCM etc.

  • Meets with agency managers supervisors and employees and advise them on the proper method of completing a position description form which will identify the necessary knowledge skills abilities license certification etc. required for the position.

  • Formalizes an informal and internal opinion on the appropriate job allocations for proposed classification actions. Considers such factors as comparative positions allocation criteria job distinctions minimum qualifications etc. Compiles and manages a list of position description update dates and ensures that all are updated as required by State Civil Service.

  • In coordination with the Human Resources Supervisor develops a list of FLSA status determinations (exempt/nonexempt) for employees. Audits positions/employees to determine FLSA status.

  • Works with hiring managers to establish policies and procedures related to compensation. Assists with recruiting and retention issues and offers guidance to determine proper pay mechanism. Reviews and processes special pay requests including Optional Pay Premium Pay 6.5 g requests and Special Entrances Rates (SER) which involves ensuring request is valid running reports and compiling data and preparing documentation to support the request evaluating possible compression issues and sending recommendations to Human Resources Director and Executive for approval.

  • Serves as the primary Human Resources contact for information and guidance on the Continuous Performance Management System (CPM). Develops training materials and conducts training on the program as requested.

  • Serves as back-up for Employee Administration activities as necessary. Coordinates and processes new hires personnel actions (promotions transfers reallocations) separations LaGov HCM. May draft job vacancy announcements in LaCareers in accordance with established Civil Service procedures. Receives and refers lists of qualified applicants to the hiring manager. Reviews the application and confirms with Civil Service the level for which the selected candidate may be qualifies if the position is in a Career Progression Group (CPG).

Appointment Type:
  • Full-time- this position may be filled by probation or by promotion of a classified employee of the Louisiana Department of Agriculture and Forestry serving with permanent status.
  • Applicants who are not permanent employees of the Louisiana Department of Agriculture and Forestry will be required to serve a probationary period up to 24 months.
Career Progression: This position may be filled as a Human Resources Analyst A B C or Specialist depending on the level of experience of the selected applicant(s).
Compensation:
*This position has a Special Entrance Rate at each level of the Career Progression Group*

Human Resources Analyst A has an SER of $1616.00 Bi-weekly.

Human Resources Analyst B has an SER of $1728.80 Bi-weekly.

Human Resources Analyst C has an SER of $1944.80 Bi-weekly.

Human Resources Specialist has an SER of $2080.80 Bi-weekly.
