Job Summary

The Division of Human Resources Management is seeking to fill two vacant Human Resource Analyst 3 position. One vacant position is for our Classification and Compensation unit and will be located either Carson City or Las Vegas and the other with our Recruitment Unit will be located inLas Vegas.

Classification and Compensation unit
The incumbent will performs duties related to classification and compensation assignments which include conducting job evaluations and comparative analysis of individual classified and unclassified positions making recommendations on proper classification of positions conducting class specification review and maintenance review studies creating new job specifications and/or completing compensation studies. Duties also include but are not limited to coordinating and conducting interviews with State employees and subject matter experts determining classifications utilizing a broad spectrum of occupational groups and classifications preparing written analyses presenting decisions to incumbents and agency personnel defending decisions before governing bodies and other duties as assigned.

Recruitment Unit
The incumbent will be working in the Recruitment section. Duties include developing and managing a variety of activities to include recruitment NRS and NAC consultation and workforce planning strategies. This position serves as a Business Partner to several State agencies. The incumbent will work in the NEOGOV system and train State departments to use the system. The incumbent will plan and attend DHRM hiring events as well as attending various career fairs to recruit for State of Nevada positions.

Essential Qualifications

Graduation from an accredited college or university with a Bachelors degree in public administration or a related field and three years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.

Job Duties

Incumbents plan and implement recruitment and examination activities.

Incumbents review positions and recommend appropriate classification and compensation levels.

Incumbents make presentations before a variety of hearing bodies.

Incumbents provide advice to department management line departments or employees on policy and rule interpretation.

Incumbents investigate employee complaints and recommend alternative solutions.

Incumbents conduct research prepare reports and present findings.

Incumbents perform related work as required.

Under general direction of a Supervisory Human Resources Analyst performs complex technical Human Resources functions involving recruitment selection testing classification and compensation duties. Work is performed on complex projects such as comprehensive occupational studies. An incumbent in this class is expected to operate on an independent basis. This class is distinguished from the Supervisory Human Resources Analyst by absence of supervisory responsibility and from the Human Resources Analyst 2 level by the assignment of only the most complex projects independence of activities and knowledge required. Incumbents may serve as an on-going team leader in the Field Services Division of the Human Resources Department. This is the advanced journey level in the series.

Knowledge Skills and Abilities

This job specification lists the major knowledge skills and abilities of the job and is not all inclusive. Incumbent(s) will be expected to have knowledge skills and abilities from a previous level.

Knowledge of: principles practices methods of public Human Resource administration of classification pay recruitment examination selection performance standards and evaluation and training; organizational structure of state government its agencies and divisions; position classification.

Detailed working knowledge of: state laws regulations rules and policies related to Human Resource management.

General knowledge of: employee relations; the methods of research and analysis; employee recruitment; affirmative action policies and goals sufficient to monitor department goals and report statistics. Working knowledge of: interviewing techniques.

Skill in: interpreting and applying provisions of Nevada statutes rules and regulations; analyzing Human Resource problems and recommending solutions; effectively negotiating with administrators managers and employees when presenting controversial issues or new concepts; written English sufficient to develop policy and research reports including the preparation of concise summaries of complex legislative proposals.
