Main Purpose of Job
The Human Capital Coordinator is an intermediate-level position on the Human Capital Strategy team within the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor. The Human Capital Coordinator will support the FAMLI Divisions people operations from coordinating new employee onboarding to assisting with employee engagement activities as directed by the Human Capital Strategy Lead. The Human Capital Coordinator will execute strategies that enhance organizational capabilities processes and structures to support sustainable growth and optimize efficiency resource utilization and performance across the FAMLI Division.
POSITION DUTIES

Duties of this position include but are not limited to:
Employee Support and Engagement
PerformsFAMLI-specific employee lifecycle tasks such as enrolling employees inonboarding sessions;
Assistswith the development of policies procedures and communicates updates toemployees;
Keepsthe FAMLI calendar with events meetings and employee recognition programs;
Respondsto inquiries and correspondence escalating as necessary;
Coordinatesoptional engagement initiatives such as surveys events and recognitionprograms;
Researchesand gathers information recruitment retention and other human capital-relatedissues;
Tracksand coordinates human resources-related training and professional developmentof employees in collaboration with Department of Labors and FAMLIs trainingteams;
Fostersa culture of continuous learning within FAMLI;
Supervisor Support
Providesrecruitment support to hiring managers to facilitate expedient and strategichiring including:
Reviewingand submitting job announcements for posting.
Providingguidance on filling out recruitment and hiring forms and submitting requireddocumentation.
Ensuringinterview panel and questions receive necessary approval.
Communicatingwith hiring managers throughout the recruitment process.
Requestingreviewing and submitting required documentation to Human Resources.
Reviewingapplications for vacancies at the request of hiring managers.
Requestingand reviewing eligible lists from other recruitments as needed.
Submittinginformation to Human Resources to extend job offers to selected candidates.
Contributingto and implementing creative recruitment strategies including recruitmentevents.
Assistswith performance management and development including helping to coordinatethe biannual performance evaluation process.
Createsfeedback goals for leaders and supervisors outside of the performanceevaluation process including providing regular check-ins and recognizing andrewarding high performers.
Other
Readsreports and summarizes information for supervisors review.
Preparesand maintains statistical and numerical reports and records.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff clerical clerical technical or secretarial work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS
One (1) year of experience managing the lifecycle within an organization including recruiting onboarding employee relations training and development and ensuring compliance with employment laws.
One (1) year of professional and/or administrative experience.
One (1) year of experience using Applicant Tracking Systems (ATS) such as Workday ADP or Paychex.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

All candidates aresubject to a background check against files maintained by the Division ofUnemployment Insurance (Labor/DUI) to determine whether any monies are owed toLabor/DUI as a result of unemployment insurance overpayment/fraud.
