Job Summary
Oversees the processing of a variety of transactions forms and documents associated with the recruitment hiring onboarding and retention of staff. May lead and guide the work of others. Performs highly specialized and technical administrative and secretarial functions which requires advanced knowledge of a specialized area in human resources. Performs a variety of administrative services as directed by the human resources (HR) professionals.
Responsibilities
EXAMPLES OF DUTIES:
Processes forms documents and records associated with the hiring of staff. Reviews analyzes audits and verifies documents for completeness accuracy and compliance with established policy and procedural requirements.
Assists the HR professionals in verification of all required pre-employment documents.Examines transcripts and work experience for salary credit/recognition.
Utilizes HR systems to include applicant tracking onboarding/offboarding and the human resources information system to process track and maintain data. Provides support to applicants new hires and others with these applications.
Creates prepares and sends a variety of office communications. Reviews outgoing communication to align with Baltimore County Public Schools (BCPS) and HR staffing processes. Creates correspondence memos flyers and other documents. Assists with the maintenance of office databases spreadsheets and logs.
Assists new hires with salary discrepancies and issues related to payroll. Researches investigates and problem solves individual issues while collaborating with various offices within human resources (e.g. benefits retirement absence management and employee dispute resolution) and fiscal services.
Serves as support to applicants needing technical support with applicant tracking and onboarding systems.
Provides information regarding the hiring transfer and separation processes to employees applicants and others.
Creates and releases job postings for vacant positions creates interview series schedules candidates for interviews and assembles interview materials. Manages candidate pools and enters screening results.
Reviews compiles processes and reconciles receipts invoices expense reports and related financial documents. Prepares and maintains records of purchases and other office financial activities. Records monitors and reports budget expenditures. Researches and gathers information used in budget preparation.
Assists with planning recruitment events and attends events as needed.
Schedules appointments and meetings. Arranges for facilities and materials required for meetings recruitment efforts and job fairs. Prepares agendas and takes minutes of meetings. Prepares meeting notes for distribution.
Coordinates the storage retrieval and dissemination of information data files and documents pertaining to office operations. Creates organizes and maintains electronic and paper documents and personnel files. Assists with the archival and disposal of files.
May assign review and coordinate the work of other administrative support/clerical positions.
Performs other duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS:
Education Training and Experience:
- Completion of high school or appropriate equivalent. College level coursework preferred. Five years experience working in an administrative support capacity. Administrative experience directly related to human resources administration and/or recruitment and staffing programs preferred.

Knowledge Skills and Abilities:
Knowledge and understanding of human resources practices related laws and regulations BCPS policies and procedures and master agreement provisions.
Knowledge of office practices and procedures. Knowledge of personal computers.
Skill in the use of Microsoft Office Suite (Word Excel Outlook PowerPoint).
Skill in setting up and maintaining electronic database and paper filing systems.
Skill in gathering and compiling information for reports.
Ability to establish and maintain effective working relationships.
Ability to maintain confidential information.
Ability to communicate effectively both orally and in writing. Must be client focused and detail oriented. Must possess strong organizational and interpersonal skills a self-starter who can work independently on many diversified tasks simultaneously.
Ability to work in a very fluid environment with guidelines but significant variation.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment including personal computers and occasional limited physical activities and travel to events within the county.

SALARY: Grade 05/ESPBC (12-Month) $26.55 to $44.42 (Hourly Base Pay Scale for Non-Exempt Office Professionals Clerical and Classified 2026-2027 Effective July 1 2026 )
