Job Summary
POSITION PURPOSE: The SUD Treatment Program Manager (SUD PM) is responsible for overseeing the implementation of the Statement of Work conducting site visit participation supporting budget development and providing supervision and training to SUD program staff. The SUD PM meets monthly with the SUD Program Director to review program compliance and reporting requirements. This role includes the direct supervision of SUD Counselors and the SUD Case Manager ensuring that staff fulfill their duties in alignment with the County of San Diegos Statement of Work. Additionally the SUD PM will provide direct services to clients enrolled in the Healing Oaks Clinic SUD RELATIONSHIP: SUD Program Manager reports to SUD Program Director. PROGRAM SUMMARY FOR HEALING OAKS CLINIC- SUBSTANCE USE DISORDER (SUD) TREATMENT PROGRAMThe Healing Oaks Substance Use Disorder Treatment Program provides outpatient substance use disorder (SUD) treatment recovery and ancillary services to adults aged 18 years and above with substance use issues including co-occurring mental health disorders. Services include client and family centered individualized clinically effective outcomes-driven culturally competent gender specific trauma-informed developmentally appropriate and inclusive of evidence-based treatment practices and recovery service -occurring disorder services includes clinical assessments for substance use and mental health conditions care coordination and a warm handoff to appropriate level of care in the mental health system when need exceeds services available through the SUD program. Evidence based practices are utilized for all clients including use of specific EPBs that demonstrate success for justice-involved populations as appropriate. ESSENTIAL RESPONSIBILITIES AND DUTIES: Leads multi-disciplinary team for the provision of MAT and related services; Ensures services meet protocols as set forth by Medical Director; Ensures MAT and SUD treatments services are available and accessible for all clients requiring such services in a way those services best fit the needs of individual clients; Oversees other funding requirements for MAT and SUD treatments; Collaborates with the team to ensure that MAT and SUD Treatments services are meeting productivity standards write-offs are minimized and utilization management standards are met; Reviews and approve ASAM assessments for client by clinician; Plans organizes controls monitors integrates and evaluates the work substance use disorder treatment program components; Responds to emails telephone calls and other correspondence from COR or designee within two (2) business days; Leads the substance use disorder treatment services that integrate mental health and rehabilitation treatment & recovery services case management assessment individual & group treatment/psychotherapy medication support crisis intervention; Coordinates with BPSR component of clinic as needed; Plans organizes directs and evaluates the performance of staff; Selects and hires staff in accordance with human resources rules and regulations; monitors performance and provides coaching and guidance for performance improvement and development; Provides and/or coordinates staff training and ensures that staff engages in other learning and development opportunities; Prepares and reviews charts and reports; Interacts with quality control staff to ensure that treatment plans and programs for clients are appropriate and up-to-date; Directs monitors and provides ongoing client care; Prepares monthly program reports; Facilitates Clinical Staff Meetings in lieu of SUD Program Director; Provides direct supervision to counseling staff; Completes all other duties as SKILLS AND ABILITIES: Principles and practices of management and supervision program administration including budgeting fiscal management and the maintenance of appropriate records; Therapeutic modalities including theories principles and techniques of group and individual psychotherapy; Social psychological and physical factors of mental and emotional disorders; Types of illicit drugs and behavior patterns associated with them; Addictive behavior treatment methods; Evidence-based practices and issues pertaining to psychosocial treatments for SUD Motivational Interviewing and Relapse Prevention. Knowledge of working with adults and families with co-occurring disorder perinatal services for women gender responsive treatment deaf and hard of hearing clients clients involved with justice system homeless population LGBTQ veterans and tribal communities. Experience working with a culturally diverse population and knowledge of cultural issues values & beliefs of the target population of adults w/ SMI homelessness co-occurring disorders and criminogenic risks and needs relevant to providing appropriate SUD program services; Exercise sound expert independent judgment within general policy guidelines; Communicate clearly and concisely; operate a computer using word processing spreadsheet and database software applications; Operate standard office AND TRAINING: A masters degree or higher in social work behavioral sciences or a related field is preferred along with two (2) years of managerial-level experience and at least one (1) year of experience working in a substance use disorder (SUD) treatment program is preferred. The individual must be a Certified SUD Counselor or a Licensed Practitioner of the Healing Arts. Alternatively an equivalent combination of training and experience may be considered in lieu of a masters degree including substantial experience in substance use CERTIFICATES AND SPECIAL REQUIREMENTS: A valid and active Certified SUD Counselor or LPHA or License Eligible Practitioner. A Valid Drivers License with current California automobile insurance; A Valid Cardiopulmonary Resuscitation (CPR) Certification; A Valid Tuberculosis Blood (TB) test; is required upon Skills:Ability to effectively present information and respond to questions primarily in English from groups of managers clients customers and the general public; demonstrated skills in written and oral Skills:Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals.
