About the Role
Join as an HCM HR Functional Lead (CAPPS) and become a key driver in transforming enterprise HR and Payroll operations for the State of this pivotal position you will leverage your deep expertise in PeopleSoft HCM to lead mission-critical payroll configuration and workflow processes across 100 agencies. This hybrid opportunity offers autonomy high visibility and the chance to make a statewide impact-all while working in a collaborative diverse team setting. Payrate: $89-99/Hr.
Responsibilities
- Serve as the functional subject matter expert for CAPPS HR/PY Payroll modules ensuring accuracy and compliance in payroll operations
- Provide end-to-end functional support for PeopleSoft 9.2 Payroll including troubleshooting configuration and process improvement
- Lead system configuration payroll cycle management and W-2 processing
- Oversee and optimize batch job execution monitoring and incident escalation
- Manage and configure Approval Workflow Engine (AWE) including user roles and workflow customization
- Collaborate with cross-functional technical teams for integrations enhancements and data migrations
- Interpret Texas HR policies and translate requirements into effective system solutions
- Drive audit activities internal controls and ensure NIST-aligned information security compliance
- Deliver Tier 2 Service Desk support mentoring junior analysts and supporting agency training
- Prepare executive presentations audit documentation and support open records requests
- Participate in major incident management disaster recovery upgrade testing and annual SOC-1 audits
- Ensure digital content and products meet WCAG 2.1 accessibility standards
Required Skills and Experience
- 15 years of hands-on experience with State of Texas HR/payroll policies federal labor laws and system configuration
- Proven expertise supporting PeopleSoft HCM 9.2 and CAPPS HR/PY modules
- Advanced technical proficiency: Application Designer Integration Broker SQR SQL BI Publisher SAP Business Objects
- Strong knowledge of security best practices including NIST and multi-tenancy
- 10 years supporting Texas public sector managing networks of 30 government agencies
- Success in strategic roadmap planning cross-functional communication and project management
- Experience with batch job oversight PUM Fluid UI Elastic Search and AWE management
- Demonstrated ability to provide direct payroll support reconcile discrepancies and coordinate corrective actions
- Experience with ITIL/ITSM principles incident management and coordinating with Managed Services vendors
- WCAG 2.1 accessibility compliance expertise

- Advanced knowledge of CPAs legacy Statewide Financial Systems production support
