HCA SERVICE CHIEF II

Salary may be negotiable within the range listed above based on position requirements and successful candidates qualifications subject to appropriate authorization.

This recruitment is open to the publicfor a minimum of five (5) business days and will remain open on a continuous basis until 11:59p.m. (P.S.T.) on the day the Countys needs are met. Qualified applicants are encouraged to apply immediately.

This recruitment will establish an Open eligible list and will be used to fill current and future HCA Service Chief II vacancies. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County.



HEALTH CARE AGENCY
TheCounty of OrangeHealth Care Agency (HCA) is a dynamic organization dedicated to creating and supporting anenvironment that promotes the achievement of optimal individual family and community health. Under the direction of the Agency Director a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services Behavioral Health Correctional Health Services Specialized Medical Services and Public Health Services -is committed to meeting the health needs of the diverse Orange County community.

ADULT CORRECTIONAL HEALTH SERVICES
Correctional Health Services (CHS) is comprised of two (2) separate entities. One is for adult inmates and the other is for juveniles. The Adult CHS program provides medical dental nursing infection control health education and pharmaceutical services at a community standard of care and provides mental health services including 24-hour emergency triage and crisis intervention suicide prevention treatment beds individual and group therapy substance use counseling medication assessment and discharge planning to all adult inmates in the Countys five (5) correctional facilities. The Juvenile Health Services program has two (2) clinics Juvenile Hall Health Clinic and Orangewood Family Health Clinic.

BEHAVIORAL HEALTH SERVICES
The
Behavioral Health Services (BHS) Division consists of the following service areas Adult and Older Adult Behavioral Health Children and Youth Services Quality Management Services Mental Health Services Act Office Data Analytics and Evaluation Crisis and Acute Care Services Substance Use Services and Forensics and Justice Involved. These Service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.

Children and Youth Services (CYS) provides outpatient behavioral health services to Medi-Cal eligible or uninsured children and youth who need medically necessary treatment to ameliorate their mental and behavioral health conditions. CYS provides case management assessment individual group and family therapy psychological testing psychiatric evaluation and medication support crisis intervention and peer support services to children and youth in Orange County.

THEOPPORTUNITIES
The immediate vacancies are within CHS and CYS. However future HCA Service Chief II vacancies may be in other Divisions; thus qualified applicants are encouraged to apply.

There is one (1) immediate vacancy within CHS.
  • The Adult CHS Mental Health Housing Units provide multidisciplinary behavioral health services to incarcerated individuals with chronic and serious mental illness within the Orange County Jail system. The HCA Service Chief II oversees the daily operations workflow compliance and program coordination for specialized male and female mental health housing units. This position leads multidisciplinary teams consisting of Behavioral Health Clinicians Mental Health Specialists Mental Health Workers Psychiatrists and Psychiatric Nurse Practitioners while ensuring adherence to CHS policies Title 15 requirements DRC compliance measures and quality improvement standards.
There is one (1) immediate vacancy within CYS.
  • The HCA Service Chief II in CYS Outpatient Clinics will supervise a diverse unit of professional behavioral health providers to oversee services to Medi-Cal beneficiaries ages 0 through 20 who have a serious emotional disturbance (ages 0-17) or a serious mental illness (ages 18 through 20).


The ideal candidate will also demonstrate extensive knowledge and/or experience skills and abilities in the following core competencies:

  • Expert knowledge of Medi-Cal documentation requirements
  • Proficient use of Microsoft Suite specifically Word Excel PowerPoint and other software programs including IRIS and Employee Health Record
  • Understanding of federal state and local laws regulations and policies to ensure strict compliance in all program operations and funding activities

RECRUITMENT PROCESS
