Job Description

Project/Program:

NIMRS 2.0 EHR and other OMH projects as needed.

Design develop and implement solutions for multiple applications and projects for the Office of Mental Health using C# .Net MVC PL/SQL Crystal Reports and various other programming tools.

Day-to-day Tasks:

Daily Tasks will include but are not limited to the following:

• Work closely with the ITS manager technical team members and other project stakeholders to provide guidance throughout the System Development Life Cycle (SDLC).
• Use Microsoft Visual Studio 2022 or higher and write code using MVC Core JavaScript CI/CD Ajax HTML XML and APIs.
• Prepare scripts to create and modify existing Oracle tables create indexes constraints triggers views etc. code stored procedures and packages convert and migrate data when necessary.
• Diagnose and troubleshoot various rules calculations and data issues on application reports using Crystal Reports.
• Mentor and assist other programmers providing guidance for debugging troubleshooting securing and deploying applications data access data communications and system architecture configurations.
• Use a source code repository such as GitLab for checking source code in and out and branching off new versions of the source code.
• Work within the IT Service Management System to take in incidents and service requests for the application as well as request services from other ITS groups. Diagnose and debug production issues reported via ITSM. Escalate critical calls as necessary and join bridge calls to assist in diagnosis.

Systems Developer

Develops and implements applications and programs for the backend processing systems used in businesses and organizations.

Expert:

84 months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:

• 84 Months experience using Microsoft Visual Studio to develop complex n tier web applications / .NET Core framework as well as experience developing and maintaining web applications that utilize modern client-side technologies such as HTML5 AJAX JavaScript JQuery Bootstrap and Cascading Style Sheets.
• 84 Months experience with Oracle Database: Database design and modeling PL/SQL coding and debugging stored procedures packages constraints indexes triggers creating tables etc. including the use of a tool to write and test SQL code and manipulate data.
• 84 Months experience interpreting and analyzing business requirements and building the logic within an applications code to meet those requirements.
• 72 months experience developing applications with MVC 5 or later versions.
• 72 Months experience with development of web-services using Windows Communication Foundation (WCF) REST Services (Web API) message processing and Enterprise Service Bus.
• 48 months experience developing reports with Crystal Reports version 10 or above and invoking them applications.
• 36 Months experience with GitLab including CI/CD for source code management.
• 36 Months experience coding and maintaining applications which contain Health Care data that fall under HIPAA Protected Health Information (PHI).
• 24 Months experience developing applications that follow Web Content Accessibility Guidelines 2.0
