The Environmental Compliance Specialist III will ensure compliance at hazardous materials transportation facilities and during en-route shipments with Maryland State regulations and federal requirements. The incumbent will also provide emergency response professional technical assistance and oversight for the mitigation of transportation-related incidents involving the release or threatened release of regulated hazardous materials and substances.

**This position will be primarily based in North East Maryland and Upper Eastern Shore. Counties include Harford Cecil Kent and Queen Annes. Main reporting locations will be on highway shoulders public roadways and MSP and MDTA Weight and Inspection Facilities.**

This position involves the following working conditions:

• Exposure to uncomfortable or unpleasant surroundings including outdoor environments.
• Must work outside in all weather conditions.
• Exposure to hazardous conditions that may result in injury such as hazardous materials incidents/ exposures.
• Working roadside next to moving traffic on major highways and secondary roads.
• Physical demands such as lifting 50 pounds or more climbing ladders and carrying equipment.
• Climbing into onto and under commercial vehicles. Lifting carrying and operating spill mitigation equipment. Donning personal protective equipment.
• Required use of protective equipmentsuch as goggles gloves masks and etc. during routine field work and hazardous materials response.

The incumbent will be required to drive a State vehicle. If you hold an out-of-state drivers license you must provide a certified copy of your driving record from the issuing states Motor Vehicle Administration at the time of hire. All individuals must maintain a drivers license with no more than 5 points on their driving record to operate a State vehicle.

Experience:Six years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal non-coal and surface mining; air quality and air management control; solid wastemanagement; hazardous waste control; and oil pollution control.

may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science environmental science geology civil or environmentalengineering biology chemistry agronomy forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State federal or local regulation code or standardcompliance for four years of the required experience.

2. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university in earth science environmental science geology civil orenvironmental engineering biology chemistry agronomy forestry or other related discipline and two years of experience performing environmental regulatory compliancework in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal non-coal and surface mining; air quality and air management control; solid wastemanagement; hazardous waste control; and oil pollution control for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and NaturalResources field of work on a year-for-year basis for the required experience.

This Position REQUIRES incumbent to have the followingUSDOT/ FMCSA Certifications and to be certified/ eligible to be certified bythe Maryland State Police Commercial Vehicle Enforcement Division to conductroadside DOT inspections and enforcement:

1) Current FMCSA North American Standard Part ACertification.

2) FMCSA North American Standard Part B Certification.

3) FMCSA General Hazardous Materials Inspector.

4) FMCSA Cargo Tank Inspector

5) FMCSA Other Bulk Package

**If not currently certified incumbent MUST obtain theCVSA Level VI HRCQ and Transuranic Waste Inspector Certification within oneyear of employment.**

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
