Job Title: DIRECTOR OF GRANTS AND FEDERAL PROGRAMS

Classification: Administrative

Salary: Salary and contract terms to be established by the Governing Board

Description: The Director of Grants and Federal Programs provides leadership direction and guidance over all grants and federal programs. The director oversees the development of comprehensive program plans implementation of planned programs and monitoring of budgets in accordance with established federal state and local policies. Ensures compliance with all State and Federal laws State Department of Education Rules and Regulations Fowler Elementary School District Governing Board policies where applicable and oversees all grants and federal programs. Advises staff on opportunities for strategic plans execution and implementation for such opportunities. Plans assignments organizes workflow and coaches staff on best practices to improve efficiency.

Qualifications:

  • Masters degree in education or related field from an accredited college or university preferred.
  • Knowledge and experience in the design of Federal State and Private Sector grants.
  • Public school experience preferred.
  • Job related experience required.
  • Administrative and or supervisor certification preferred.
  • Must possess a Department of Public Safety (DPS) Identity Verified Print (IVP) Fingerprint Clearance Card.
  • Strong leadership supervisory implementation and management skills
  • Above average organizational decision-making and problem-solving skills
  • Strong knowledge of the English language including reading writing and oral communication with extensive skills in spelling punctuation and grammar
  • Strong communication and interpersonal skills when dealing with superintendent principals and other personnel both in and outside the district
  • Must be an energetic highly ethical and possess good emotional and physical health

Knowledge of:

  • Federal and Arizona School Law governing schools and districts
  • Federal state and private sector grant design.
  • Grant procurement.
  • Grant management.
  • Supplemental instructional services.
  • Formal and informal solicitations process to include: Invitation for Bid Request for Proposals and Request for Quotations
  • Policies procedures regulations and protocol of the District and the schools
  • Office equipment including copiers printers scanners etc.
  • Computer programs; such as Word Excel Google Calendar Sheets and Meet.

Ability to:

  • Schedule organize and facilitate activities meetings and or events.
  • Supervise and evaluate staff in accordance with state and district policies and regulations.
  • Interpret and evaluate district and school policies.
  • Develop both long and short-range district goals.
  • Effectively and appropriately speak in public and provide inservice to staff as needed.
  • Comprehend and perform functions from written and oral instructions
  • Prioritize work take initiative adhere to time restraints and attend to multiple tasks on a variety of issues
  • Work with various data types.
  • Analyze issues to create implement and monitor action plans.

Alternatives to the above qualifications as the Governing Board or the Superintendent may deem appropriate

Essential Duties and Responsibilities:

  • Manage all federal and state financial projects and programs for the Fowler Elementary School District including but not limited to: Title I Title III School/LEA Improvement Title IV (Safe & Drug Free Schools). Title III Compensatory Education Structured English Immersion (SEI) and miscellaneous grant awards and donations.
  • Provide project management technical support guidance/in-service to administrators.
  • Develop and monitor procedures for complying with grant requirements guidelines and regulations at State and Federal levels.
  • Provide financial monitoring and compliance between project funding and program delivery.
  • Maintain student data relative to compliance of all discretionary grants and entitlements.
  • Identify and pursue external funding support and resources.
  • Provide leadership and assistance in the acquisition of private funds and discretionary private sector grants.
  • Prepare grants for procurement of outside of district funding for all educational programs.
  • Plan coordinate and supervise assigned federal and other externally funded programs.
  • Keep the Superintendent and District staff informed about funding trends in externally funded programs.
  • Maintain appropriate direction for funded programs in light of district goals and objectives.
  • Review all proposals to assure compliance with District policies and regulations regarding budget staff and fixed expenses.
  • Assists in formulating and implementing a districtwide operating budget for professional development plans.
  • Communicates with district and site-based administrators of progress in the implementation of all grant funded programs.
  • Work with the Curriculum and Instruction staff for the purposes of interpreting data to implement school-wide and district goal setting and planning.
  • Effectively respond to written and oral requests for information in a timely manner.
  • Hire monitor supervise and evaluate personnel in the Grants and Federal Programs Office.
  • Performs other related duties as assigned by the Superintendent or designee for the purpose of ensuring the efficient and effective functioning of the work unit.



Length of Employment:

  • Twelve (12) months

Reports to: Assistant Superintendent of Business Services

Evaluation: Performance to be evaluated in accordance with Board Policy GDO
