Summary:This position is responsible for fiscal oversight and accounting administration of Iowa Valley Community College Districts grants and restricted funds expenditure reviews reimbursement and drawdown processing procurement compliance audit documentation equipment and inventory accounting and grant closeout. The position exercises substantial discretion and independent judgment in interpreting grant regulations and institutional policies determining the allowability and proper accounting treatment of expenditures resolving complex fiscal and compliance issues and ensuring financial activity complies with approved budgets and applicable requirements. The position serves as the fiscal authority and advisor to grant managers and institutional leadership on grant and restricted funds budgets grant accounting regulatory compliance and fiscal risk. Reports to the Director of Financial Services.

Job Responsibilities:
- Perform grant budget monitoring expenditure tracking account reconciliation and budget-to-actual review. Prepare internal fiscal and financial reports and analyses and identify variances documentation gaps and budget alignment issues for review by designated district leadership and project leadership.
- Review grant expenditures and procurement activities for allowability allocability reasonableness of expenditures under federal state and sponsor regulations period of performance supporting documentation procurement requirements and alignment with approved budget categories before reimbursement drawdown or reporting support.
- Prepare and process grant reimbursements drawdowns and financial reports including supporting schedules expenditure documentation payroll/fringe calculations indirect cost calculations and federal financial reports exercising independent judgment in approving transactions identifying compliance risks and determining appropriate corrective actions.
- Maintain complete accurate and audit-ready accounting records and documentation including invoices approvals procurement records contracts equipment and inventory records travel payroll budget revisions inventory reviews financial reports and analysis and closeout documentation.
- Collaborate with Grants Director Finance HR/Payroll Institutional Research/Data Business and Community Solutions faculty and external partners to resolve fiscal and compliance matters establish appropriate accounting treatment strengthen internal controls administer budget amendments and ensure readiness for monitoring audit and closeout.
- Supports procurement equipment tracking inventory records and documentation needed for grant funded property.
- Assists with budget amendments fiscal monitoring requests audit requests financial analysis and grant closeout activities.
- Supports the overall success of the District by performing other duties as assigned.
Education and Experience:
- Bachelors degree in accounting business finance public administration or related field and two years of experience in accounting grants accounting public sector finance or fund accounting; OR an equivalent combination of education and experience in accounting grants accounting public sector finance or fund accounting totaling six years.
- Experience with state/federal grants community colleges governmental accounting audit support or 2 CFR 200 compliance preferred.
Certifications and Licenses:
- Valid State Drivers License required.
- Accounting grants management or fiscal compliance training/certification preferred.
Abilities:
- Knowledge of GAAP grant accounting budget development and monitoring reconciliation financial analysis fiscal reporting and internal controls.
- Ability to independently analyze financial activity interpret grant regulations and institutional policies determine appropriate accounting treatment identify fiscal risk and resolve complex compliance and budget issues.
- Knowledge of federal state and private grant requirements including expenditure allowability allocability reasonableness procurement period of performance equipment and inventory controls and audit requirements.
- Strong Microsoft Excel skills and ability to work with spreadsheets accounting systems shared files and reporting tools.
- Strong analytical organizational and documentation skills with a high degree of accuracy and attention to detail and the ability to maintain confidentiality.
- Ability to communicate professionally with all stakeholders.
- Ability to independently meet deadlines manage multiple priorities identify fiscal risk and take appropriate action to address fiscal and compliance risks.
- Ability to interpret policies procedures grant budgets and expenditure documentation.
Base Wage:$47472-$63296 annually -actual salary will be based on experience and education.
