Job Summary

Sparrow Company is searching for an experienced Government Relations Manager to join a well-established organization that has been serving the El Paso community for over 100 years. This role will lead legislative advocacy and public policy initiatives while building strong relationships with government officials business leaders and community stakeholders.

RESPONSIBILITIES AND DUTIES:

  • Develop and execute the organizations legislative and public policy agenda in collaboration with executive leadership and key stakeholders
  • Monitor research and analyze local state and federal legislation and regulatory activity assessing potential impacts on the organization and business community
  • Develop and implement advocacy strategies to support legislative and policy priorities
  • Represent the organization at government meetings legislative hearings public forums and community events
  • Provide regular updates and policy briefings to executive leadership and the Board of Directors
  • Build and maintain strategic relationships with elected officials government agencies business leaders and community partners
  • Coordinate coalition efforts including organizing meetings developing legislative priorities managing funding initiatives and engaging stakeholders
  • Develop relationships with political candidates and public officials to promote the organizations advocacy priorities
  • Plan and coordinate legislative visits advocacy events public policy forums candidate forums town halls and stakeholder meetings
  • Coordinate advocacy-related travel and organizational representation at government functions
  • Facilitate government affairs committees policy councils and coalition meetings
  • Prepare legislative alerts policy briefs presentations reports newsletters and other communications related to public policy initiatives
  • Serve as a trusted resource on legislative and regulatory issues for leadership and stakeholders
  • Assist with oversight of political engagement activities and ensure compliance with all applicable lobbying political engagement and campaign finance regulations
  • Collaborate with Membership Events and Communications teams to support integrated advocacy and community engagement efforts
  • Represent executive leadership at meetings and events as needed
  • Perform other duties as assigned

REQUIREMENTS AND QUALIFICATIONS:

  • Bachelors degree in Public Administration Political Science Business Administration Communications or a related field; or an equivalent combination of education and experience
  • Minimum of three (3) to five (5) years of experience in government relations legislative affairs public affairs public policy or a related field
  • Experience working with elected officials legislative staff and government agencies at the local state and federal levels
  • Bilingual in English and Spanish required
  • Experience working with business organizations nonprofit associations advocacy groups or economic development organizations preferred
  • Thorough understanding of local state and federal legislative processes
  • Strong knowledge of economic development principles regional business issues and public policy
  • Knowledge of local state and federal laws and regulations including lobbying compliance requirements
  • Excellent written verbal and public speaking skills in both English and Spanish
  • Strong research analytical and project management skills
  • Strategic thinking with the ability to develop integrated advocacy communications and public policy initiatives
  • Exceptional networking and relationship-building skills across diverse stakeholder groups
  • Proficiency in Microsoft Office Suite; experience with CRM platforms is a plus
  • Ability to work independently and collaboratively in a fast-paced mission-driven environment
