Starting Salary: $1679.41 Bi-weekly.(In accordance with current spending restrictions an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employees current rate whichever is higher.)

DESCRIPTION:
The Bureau of General Services is seeking a General Services Analyst within the Leasing section. This position reports to the Leasing Support Administrator. This position is responsible for all public and private sector leases in the assigned region of the State.
DUTIES AND RESPONSIBILITIES:
Negotiates or renegotiates and manages agency private governmental and land leases.
Ensure all leases are executed using required documents in accordance with all laws rules codes State of Florida procedures and Department policies. As well as time frames established.
Prepares bid specifications and related documents pertaining to the acquisition of private sector leases.
Prepares space availability and cost projections for the Departments private sector leases.
Prepares private governmental and land lease documents for submission. Request and prepare documents for change of ownership and change of pay. Maintains lease file in an organized and up to date.
Reviews lease documents and/or amendments to each lease contract and contacts appropriate parties to ensure compliance with applicable statutory and regulatory requirements are met.
Coordinates private lease activities within the designated timeframe with liaisons tenant brokers potential lessors other governmental entities program staff general counsel supervisors management and senior management.
Issues reports on leases providing solutions for lease and maintenance issues.
Inputs and maintains lease records management system to ensure compliance with DJJs lease program requirements.
Inputs and maintains all lease contracts in the Florida Accountability Contract Tracking System (FACTS).
Annually inputs lease contract budget allotments within assigned region in the FACTS system.
Reviews and process monthly lease invoices for assigned region leases as the contract manager.
KNOWLEDGE SKILLS AND ABILITIES:

MINIMUM QUALIFICATIONS:
High school dipolma.
Florida Certified Contract Manager (FCCM) or able to obtain within a year.
Able to travel at least 25%.
Have a valid Driver License.
Preference will be given to candidates with the following:
Two years of experience with State of Florida Real Property Management and State Land Lease Acquisition Management.
Experience with formal and informal solicitations in accordance with F.S. 255 and Florida Administrative Code 60H.
Experience with the Vendor Bid System Florida Accountability Contract Tracking System (FACTS) and FLSOLARIS(LITS/FITS) My Florida Market Place (MFMP).
A current Florida Certified Contract Manager (FCCM).

Avalid drivers license is required for this initially hired with an out-of-state license the Florida resident must obtain a valid Florida state drivers license within 30 days of hire. Licenses suspended or revoked for any reason work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable. Licenses that have Corrective Lenses Restriction are acceptable provided the driver wears corrective lenses while operating the vehicle.
