This position serves as the first-line professional manager of professional and para-professional positions in a highly complex work area the CMH Contract Payments Unit within the Accounts Receivable Section of the Accounting Division. This position supervises both professional and para-professional employees who are responsible for the contract management duties of the Bureau of Specialty Behavioral Health Services contracts including but not limited to initiating/monitoring payments review of financial status reports preparation of the highly complex annual financial cost settlements financial reconciliations of various accounts and all year-end closing activities related to this unit. The high complexity of this unit is due to being responsible for oversight of the Community Mental Health (CMH) and Prepaid Inpatient Health Plan (PIHP) contracts ($5 billion) with unique reporting and contractual requirements. This unit provides subject matter expertise to Bureau of Specialty Behavioral Health Services related to policy financial reporting (development instructional monitoring contractor training) dispute resolution contract language rates CHAMPS etc. This position works closely with the MDHHS Office of Audit on CMH & PIHP addition this positions responsibilities include serving as financial liaison with CMH & PIHP grantees developing and maintaining procedures and policies for the financial administration of the MDHHS CMH & PIHP contracts.

- Required Education and Experience
Education
Possession of a bachelors degree in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting finance or economics.
Experience
Four years of professional experience providing a systematic review analysis interpretation and/or evaluation of budgets mortgages loans or other financial data equivalent to a Financial Analyst including two years equivalent to a Financial Analyst P11 or one year equivalent to a Financial Analyst 12 or Financial Manager 12.

The physical location of this position is Lansing MI. Based on operational needs and within established limits remote work and alternate or hybrid work schedule requests for this position may be considered.
Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely employees will be responsible for providing other components of a remote office at their own expense including:- A secure work location that allows privacy and prevents distractions.
