- Subject to management approval serves as the Finance Leadfor the Department of Innovation & Technology (DoIT)formulating policy and planning developing organizing controlling and evaluating the design of the statewide Enterprise Resource Planning (ERP) Program including functional areas such as Budget Execution Budget Preparation Grants Management Procurement andCost/Project Accounting.
- Overseesdesign of the integrated statewide solutionfocusingon assigned functional areas and staged configuration and implementation in state agencies and constitutional offices including collaborating with ERP Program leadership to coordinate and control the implementation of the ERP Program.
- Serves as full line supervisor.
- Serves as a member of the Executive ERP Program Team including participating in policy discussions to plan and coordinate short and long-term goals andobjectivesof the ERP Program.
- Performs other duties asrequiredor assigned which arereasonably withinthe scope of the dutiesenumeratedabove.
- Requires knowledgeskilland mental development equivalent to completion of four(4)years of college with coursework infiscal managementaccounting budget internal auditinsuranceor finance.
- Requiresprior experience equivalent tofour(4)years of progressively responsible administrative experience infiscal management accounting budgetor finance in a public or business organization.
- Requires three (3) years of professional supervisory experience in a large business or private organization.
- Four (4) years ofprofessionalexperience workingas stafformanagementinbudget execution budget preparation procurement grants management and cost or project accountingincluding participating in the design or optimization of statewide business processes within an Enterprise Resource Planning (ERP) environment or a large public or business organization.
- Four (4) yearsof professional experienceas stafformanagementoverseeing cross-functional accounting processes includingreviewingandvalidatingintegrated business process designs tomaintainappropriate configurationacross functional areas.
- Two (2) years of professional experienceas staffapplying Generally Accepted Accounting Principles (GAAP) including reviewing standardized processes tomaintainconformity with GAAP and compliance within applicable laws rules and regulations.
- Two (2) years of professional experience working with and managing vendor relationships including serving as a liaison to vendor system integrations and collaborating with them on configuration implementation and functional design requirements.
- Two (2) years ofprofessionalexperience in program management including planning and managing project scope coordinating with agency leadershipparticipatingin policy development and supporting staged configuration and implementation in a statewide ERP program or similar enterprise initiative.
- Ability to analyze complex administrative challengesidentifyroot causes and implement strategic result-driven solutions that enhance operational efficiency and organizational effectiveness.
- Ability to develop andmaintaincooperative working relationshipswith staff managers executives and external stakeholders fostering collaboration in resolving sensitive administrative issues and supporting subordinate team members or project staff.
- Demonstrated verbal and written communication skillsto present administrativeand technicalinformation clearly and precisely to diversestakeholders including executives managers staff subordinate staff and external/internalauditors.
- Certified Public Accountant (CPA).

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. - Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
