Job Summary
The mission of the Maryland Department of Veterans andMilitary Families is to lead veterans service members and their familiesthrough lifes transitions. CharlotteHall Veterans Home is a key component of that mission providing qualityskilled nursing and assisted living to veterans and eligible spouses.
The Finance and Grants Coordinator advances theDepartments mission at Charlotte Hall Veterans Home by ensuring efficientspending of taxpayer dollars reviewing monitoring and regularly testing theaccuracy and appropriateness of charges from the Charlotte Hall Veterans Homemanagement contractor to the Department. The position prepares and submitsbilling to the US Department of Veterans Affairs (VA) and monitors payment ofsuch.
The position maintains internal CHVH accounting records andreviews deposits for accuracy. The position also advances the Departmentsmission by identifying grant opportunities from the US Department of VeteransAffairs coordinating all activities required to submit valid and compellinggrant applications monitoring grant compliance and closing out grants.
Finance and Internal Audit
Review invoices from CHVHmanagement contractor and test for accuracy of charges for labor suppliescontracted services etc. and for proper preauthorization of capitalexpenditures
Propose improvements tocontractor methodology and/or documentation to improve invoice accuracy andtimeliness
Test for reasonableness ofincurred expenses identify and question costs that are clearly higher thanexpected/higher than market
Maintain subledger ofdeposit records (all sources) for CHVH
Verify bank deposits foraccuracy and proper approval
Maintain internal records ofVeterans Home Program appropriations and expenditures and highlight areas ofconcern for the Director
Prepare VA Form 10-5588monthly (State Home Report and Statement of Federal Aid Claimed)
Prepare OB-10 invoice andsupporting documentation and upload Form 10-5588 for payment by VA
Grants Coordinator
Partner with DVMF and DGSstaff and the CHVH management contractor to assess capital needs eligible forthe VAs State Home Construction Grant Program.
Draft programmaticjustifications required to secure placement on the VA Federal Priority List.
Coordinate InitialSubmissions: Draft assemble and finalize complex initial grantpre-applications for submission to the Federal VA Central Office prior to theannual April 15th deadline.
Secure Environmental &Historic Approvals: Act as the state coordinator to secure clearances from theState Historic Preservation Officer (SHPO) and fulfill National Environmental
Policy Act (NEPA)
Serve as the agencysprimary Point of Contact with the U.S. Department of Veterans Affairs regardinggrant rules VHA handbooks and design mandates
Track architectural progressalongside construction teams to ensure all Design Development Drawingstechnical specifications and Space Program Analyses meet 38 CFR Part 59requirements
Ensure project executioncomplies with 2 CFR Part 200 (Uniform Guidance) the Davis-Bacon Act (wagerates) and Federal Life Safety Codes
Monitor state-appropriatedcapital funds to guarantee the state maintains its mandatory 35% matching sharealongside the 65% federal grant funding
Submit reimbursementrequests review construction contractor invoicing and draw down federal fundsthrough automated government financial management clearinghouses
Gather and submit finalproject documentation including photos equipment inventory lists and finalpayment requests. Facilitate state and federal closeout audits upon projectcompletion
Maintain and updatecredentials to access Grants portal via Administration
Provide backup for Directorand Deputy Director when both are absent
Attend meetings as directedby Director
Other duties as assigned
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
Preferred qualifications:
At least two years of contractmonitoring of complex services contracts focused on reviewing and verifyingcosts charged by the contractor; OR of audit experience in a government setting
At least two years ofexperience in maintaining financial records for a government program/office orin a corporate setting
At least one year ofexperience applying for or managing Federal construction or capital grants fora State county or city government office.
At least one year of projectmanagement experience in architectural or construction setting.
