Description

Under general supervision is responsible for supervising daily bus route operations and personnel for an assigned area. Participates in managing the day-to-day operations of an assigned area. Supervises the area bus lot management team to include recruiting staffing evaluating and developing personnel. Responsible for overall team and individual team member performance. Performs other duties as assigned.



Responsibilities

EXAMPLES OF DUTIES:

  • Assists the Senior Operations Supervisor in establishing and revising area bus routes.
  • Supervises bus drivers and attendants within assigned area ensuring conformity to safe driving practices established routes and prescribed schedules.
  • Completes required evaluations for drivers and attendants within the assigned area. Provides backup to the Bus Dispatcher as needed.
  • Communicates with principals staff students and communities to resolve concerns address student issues and review routes to ensure a positive relationship with the schools and communities.
  • Conducts regular school visits to partner with school administrators and address issues. Implements best practices to ensure operational efficiencies in the assigned area.
  • Assigns and checks bus times upon arrival and departure at the bus lot and schools. Reviews new school sites for traffic signs and participates in school safety reviews.
  • Maintains an on-the-road presence at all assigned schools and service areas in the assigned area. Ensures that safety standards/requirements are met.
  • Ensures that employees in the assigned area maintain the COMAR requirements each year. Facilitates school bus evacuation drills at assigned schools.
  • Writes reviews and submits reports for assigned bus lot(s).
  • Responds to disabled bus and bus accidents and coordinates appropriate support and/or submission of accident reports.
  • Meets with area lot staff as required and conducts meetings as needed. Participates in community meetings as necessary.


Qualifications

MINIMUM QUALIFICATIONS:

Education Training and Experience:

High school diploma or GED required. Sixty (60) college credits in transportation management or a related field preferred. Three years experience in transportation operations traffic management safety and training or a related field required. Experience as a school bus operator preferred. Experience with bus route dispatching coordination or supervision preferred.

Note: Other combinations of applicable education training and experience which provide the knowledge abilities and skills necessary to perform effectively in the position may be considered.

Licenses and Certificates:

Possession of a valid class C Maryland drivers license or an equivalent.

Possession of or eligibility for a valid commercial class B commercial drivers license (CDL) is required within six months of hire. (The class B license may require endorsements and/or the absence of certain restrictions.).

Required licenses and certifications must be maintained throughout employment in this position and any other positions that require them.

Knowledge Skills and Abilities:

Knowledge of the local streets and road systems.

Knowledge of traffic and highway safety rules and regulations and of the precautions necessary to avoid accidents.

Knowledge of the laws rules regulations policies and guides that govern school transportation. Knowledge of bus route coordination and dispatching.

Ability to plan and supervise the work of others and to effectively coordinate the completion of regularly assigned bus routes.

Ability to instruct bus operators in the safe operation of buses and to implement safe driving practices and procedures. Ability to operate a school bus in the safe and efficient transportation of children. Ability to maintain records and complete reports.

Ability to supervise a large number of employees.

Ability to develop bus schedules and write routes.

Skill in communicating effectively. Skill in establishing and maintaining effective working relationships with parents school-based administrators co-workers and others.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work of this class is generally sedentary. Work involves occasional travel to offices and schools throughout Baltimore County.

CONDITIONS OF EMPLOYMENT:

  • Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.

  • Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedule will include nights occasional weekends and travel.

  • Persons appointed to this class must be physically qualified to drive a commercial motor vehicle in accordance with Federal Motor Carrier Safety Administration regulations and must remain physically qualified to operate such vehicles throughout their employment. Persons holding a commercial drivers license (CDL) are subject to alcohol and drug testing in accordance with applicable state and federal regulations and Board of Education policy.

  • Employees who do not maintain the required permit and license required to work in this classification will be terminated.

Grade 03 - 12 Month OPE Pay Scale
