Job Summary:

ESAero an AV Inc. Company is seeking a Facility Security Officer (FSO) to work in a dynamichigh-tempoenvironment delivering Mission First results! This position will manage administer and coordinate industrial security programs and other security activities to ensure compliance with government and company security policies and procedures. The FSO will support personnel security clearances andmaintainall security documentation files and clearance and suitability rostersin accordance withgovernmentrequirements. Thesuccessful candidate will have an understanding and experience of the NISPOM ICDs and general security requirements for the Department of Defense and other Federal security access control platforms and CCTVs

Responsibilitiesand Duties:

  • Maintain all security documentation and filesin accordance withDefense Counterintelligence and Security Agency (DCSA) requirements.

  • Maintain Facility Security Clearance (FCL) documentation and submissionin accordance withDCSA requirements.

  • Maintain DD-254s including compiling anddisseminatingsub-DD254s.

  • Manage andmaintaindocumentation to include Standard Practice Procedures (SPP) Standard Operating Procedures (SOP)and Emergency Action Plans

  • Obtain rulings interpretations and acceptable deviations for compliance with regulations from government agencies

  • Provide and document new employee security briefings exit interviews and debriefing investigate and report security violations and incidents.

  • Participate in the development and execution of security education programs.

  • Participate and oversee annual refresher training to include preparing necessary documentation in support of the DCSA Security Vulnerability Assessments.

  • Partners with internal and external clients toidentifyand address escalated contractual personnelfacilityand information security issuesin accordance withthe NISPOM

  • Provide security support to People & Culture Contracts and Proposal teams.

  • Maintain a working relationship with DCSA or other Federal Agencies and each contracts security office.

  • Advisepersonnel of their reporting requirements both personal/administrative and compliance/incident-related reports.

  • Interpret government policies for the development and implementation of security plans and procedures.

  • Experience with the classification management process and classification guides associated with DoD and IC information.

  • Ability to create interpret and partner with program to implement Security Classification Guides (SCGs)

  • Manage Open Storage Area(s) (OSA) and restricted areas; includingafter-hourresponses

  • Perform daily security activities and enforce governmentand company security policies.

  • Coordinate across locations to support physical security needs for access controlCCTVand incident report reviews.

  • Develop andmaintaineffective Document Inventory and Control Program for management of classified systemsmediaand documents.

  • Maintain classified holdings and prepare classified transmittalsin accordance withNISPOM guidelines and requirements

RequiredQualificationsand Skills:

  • Top Secret level security clearance isrequired

  • Experience with ICD705 or secure builds

  • At least 3 years of relevant experience

  • DCSA Facility Security Officer (FSO) Certification

  • Knowledge of the government security and information assurance processes

  • Experience implementing the NISPOM DCIDS ICDs and Executive Orders to ensure security compliance

  • Demonstrated ability to provide employees with personnel security guidance consistent with the 13 adjudicative guidelines to best assist them managing their clearances

  • Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII)

  • Experience with DISS NISS NBIS andeAPP

  • Familiarity with SIMS

  • Ability to communicate effectively with Corporate Executives and high-end government contacts to provide status updates ensure compliance with NISPOM requirements and provide guidance on security related questions or concerns

  • Excellent oral and written communication skills

  • Exceptional organizational skills
