JOB SUMMARY:

The Executive Director provides strategic leadership for Clemson Universitys comprehensive parking transportation and mobility programs including parking operations campus transit transportation demand management financial stewardship technology systems customer experience and long-range planning.

Working collaboratively across the University and with regional partners the Executive Director will lead an award-winning department while advancing mobility solutions that support Clemsons continued growth.

JOB DUTIES:

The Executive Director will:
Provide strategic leadership for all Parking and Transportation Services operations.
Oversee parking transit customer service enforcement permitting and mobility programs.
Lead transportation demand management and sustainability initiatives.
Manage departmental budgets contracts technology systems and long-range planning.
Use operational data and performance metrics to improve efficiency and customer experience.
Collaborate with University leadership municipalities transit providers and community partners.
Recruit mentor and develop a high-performing team while fostering a culture of innovation and service.
Provide leadership during major campus events and emergency operations.

• An integrated mobility platform connecting parking transit ridesharing bicycling walking EV charging and accessibility resources.
• Transportation Demand Management initiatives engaging more than 7000 commuters.
• A transportation system supporting over 30000 daily campus users.

Clemsons transportation program has earned national recognition including IPMI Accredited Parking Organization (APO) status an IPMI Award of Excellence and the 2026 IPMI Apex Award for Innovation & Technology.

Minimum Qualifications

• Bachelors degree in business Public Administration Transportation Urban Planning or a related field.
• Progressive leadership experience in parking transportation transit mobility or related operations.
• Experience managing budgets contracts technology and professional staff.

Preferred Qualifications

• Masters degree in a related field.
• Higher education or large public-sector transportation experience.
• Experience with multimodal transportation systems and Transportation Demand Management.
• Parking Transportation and Mobility Professional (PTMP) certification or equivalent.

Knowledge Skills and Abilities

• Strong leadership and strategic planning skills.
• Knowledge of parking transportation and mobility operations.
• Financial and contract management expertise.
• Ability to analyze data and implement operational improvements.

RESPONSIBILITIES:

JOB KNOWLEDGE

Comprehensive knowledge of theories concepts and practices and ability to use in complex difficult and/or unprecedented situations.

SUPERVISORY RESPONSIBILITIES

Manages work of others including hiring terminating training and developing providing constructive feedback establishing and reviewing employee complaints recommending rewards and recognition and administering corrective action for staff. Plans organizational structure and job content.

BUDGETARY RESPONSIBILITIES

Provides input into the budgeting process and manages fund allocation over $500000.00

Commensurate - Experience

Salary is dependent upon several factors including but not limited to a candidates previous experience knowledge skills and performance in accordance with Clemsons compensation guidelines.

ESSENTIAL PERSONNEL LEVEL:

Essential Support - In the event of an emergency closure or modified operations this position is necessary to maintain/resume essential support functions deliver direct care services and/or provide recovery support before normal operations resume. Some positions in this category may be required to work remotely or be on-call.
