The United States Coast Guard (USCG) The Surface Fores Logistics Center (SFLC) Ice Breaker Buoy and Construction Tender Product Line (IBCTPL) Engineering Branch is responsible for the management of Engineering and Logistics for all assigned assets.

R&K has an opportunity to provide the USCG with logistics support services to include Maintenance Development Maintenance Analysis System Engineering Lifecycle (SELC) Engineering Change (EC) Development and Administrative Support Configuration Management Data Management Provisioning Supply and Discrepancy Support.

Title: Equipment Specialist Supply

Location: Baltimore MD Hybrid (with potential for remote flexibility)

Duration:Permanent/Full-Time

Clearance:Tier 1 (NACI) Investigative Clearance/Background

Start Date:Anticipated start date Sept. 27^th 2026 contingent upon award.

Duties: The Contractor specializesinmarineequipment and machinery:Applies knowledge of theprinciples practicesand procedures used inthedesign procurementmaintenancemodification and repairofassignedequipment. Assists in thedevelopmentof technical specificationsforall equipment installed on Coast Guard vessels.

• The Contractor shallprovide technicalexpertiseforCGpartsand equipment. Knowledge and ability to correctly identify HM&E andELEXcomponentsmaterialsandpackagingrequirementsin order to make recommendations to item managers regarding condition of frustrated materials.
• The Contractor shall provide services insupport of planning and arranging forprocurement:Prepare forreview and approval: statements of work justifications for other than full and open competitionproductspecificationspurchasedescriptionsandrepair descriptions. Assist with market research and preparation of other technical documentation related to procurement actions for equipment.
• The Contractor shall provide technical recommendations and assistance.Conduct extensive oraland writtencommunication with avariety of internal and external personnelto include contractors vendors and representatives for other organizations. Review for verificationvendors compliancewith ANSI and ISO 9000 requirements.Conduct reviews forverification of vendordatasuch ascapabilitiesforperformanceevaluations. Provides technical supporttoProduct Lineengineers intheadministrationof acontract.
• Performsdatagatheringandmarketsurveyscoordinatesmeetings with vendors or consulting contractors and assists in the maintenanceof the engineering technical library.
• The contractor operates local or remote workstationsattached to a large-scale computer network utilizinginstalledsoftware toassist inthe performanceof duties.

Requirements Relevant Knowledge and/or Skills Required:

• Working knowledge of Microsoft Office applications and standard office equipment.
• Ability to demonstrate knowledge of all preferred systems.
• Physically capable of validating equipment in a shipboard environment which may include climbing stairs and ladders transiting tight spaces working in extreme heat etc.
• Ability to effectively communicate with all team members internal and external Coast Guard personnel and work in a team environment collaborating with others to solve problems and develop innovative solutions often working with a diverse group of people that are geographically dispersed.
• Ability to clearly speak read and write in American English using proper grammar and punctuation. Oral and written communication skills to prepare complete logically arranged and legally defensible technical documents for incorporation into contracts are essential. This task involves speaking to a wide variety of people both internal and external to the Coast Guard and in commercial industries that serve the Coast Guards needs.
• Working knowledge of varying Coast Guard processes principles and tools. These include databases used to review maintain and update cutter maintenance records.
• Required to navigate the following programs to accomplish assigned tasks: FLS NESSS CGMS Web-FLIS SFLC Knowledge Library App SMDP Haystack Electronic Routing tools and STIPffiMS. Additional programs or applications may be identified to correctly complete duties.
